Description
****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with PP Systems International, Inc. ****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Oceanic and Atmospheric Research (OAR) Great Lakes Environmental Research Lab (GLERL) in Ann Arbor, Michigan and its need to procure three (3) BBE Moldaenke FluoroProbe III Algae Analysis and Chlorophyll measurement instruments with accessories for the use and management of the Great Lakes and coastal marine environments. �There is no other comparable instrument or brand of this instrument. PP Systems International, Inc. is the sole U.S. distributor for bbe Moldaenke that meet the following specifications that must be met in order to fulfill this bona fide need: (1) The instrument must have the ability to differentiate algal classes, by comparing measurements to a preprogrammed known algal fluorescence library of algal classes. (2) The instrument must (a) emit light at six or more selected excitation wavelengths - (at a minimum: 370nm, 450nm, 525nm, 570nm, 590nm, and 610 nm) (b) have narrow band pass filters to allow detection of specific emission wavelengths. (3) The instrument must be self-correcting for strength of the led light sources. (4) The instrument must be submersible up to 300m depth. (5) The instrument must have the capability of being either real-time, with data sent back to a computer during deployment or stand-alone, with data uploaded to a computer at the end of a sampling period. (6) The multi-spectral, in situ spectrophotometer must include, as part of the operating package, the software necessary to run the instrument and to discern the quantities of the algal groups based on the data provided by the spectrophotometer. (7) Must include a yellow substances sensor (8) The instrument should include a transmissometer to correct the quantity of suspended particles in the water. (9) The instrument measure water temperature. (10) The instrument must be adaptable to measure the same variables in water samples in the laboratory. (11) The instrument must have an auto-start plug and have internal batteries and memory (12) The instrument must have a wiper attachment available to prevent bio-fouling (13) The instrument must have a protective cage available for purchase for deployment from research vessels. (14) Must communicate through RS485/USB communications interface (15) Must have a chlorophyll �a measuring range of 0-200ug (16) Must have no internal battery and be able to be run through a Campbell Scientific CR1000 data logger. (17) Must have at least a 2GB memory card��� Also, this instrument is currently being used on the EPA's research vessel on the Great Lakes for similar purposes. EPA had identical needs as those we described, and our instrument would be comparable to theirs, thus allowing cross reference of their monitoring program with ours.� Deliver by:� May 1, 2020 ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
