- PRESOLICITATION NOTICE: The National Park Service, Midwest Region, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Railroad Tie Replacement project within Cuyahoga Valley National Park in Northeast, OH. Work will consist of providing the replacement of 1100, and up to 1600 pre-selected single line standard wood railroad crossties that have reached a level of deterioration whereby they are no longer functioning as designed. The Contractor shall furnish all labor, materials, supervision, transportation, tools and equipment and perform all operations necessary for the construction associated with the replacement of up to 1600 railroad ties within approximately 26.3 miles of single-track mainline railroad and tamping and aligning of track on the Cuyahoga Valley Scenic Railway (�Valley Railway�, �CVSR�) as described in the Contract Documents. SOLICITATION NUMBER: 140P6420R0008. PROJECT MAGNITUDE: Between $100,000 and $250,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by April 2020 with performance to begin in May 2020. Construction Wage Rate Requirements for Cuyahoga County, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 237990, and the size standard is $39.5 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid/late March 2020 and will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/search?index=opp and FedConnect website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
