SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE ONLY. This is NOT a solicitation for proposals or quotes and does not obligate the Government to award a contract. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Proposal (RFQ) at this time. Responses to this Notice must be in writing. The purpose of this Sources Sought Notice is to conduct market research to determine the capability of Small Business and/or Large Business companies to provide the supplies/services described below. Contractor/vendor responses to this notice shall include the following: (a) company name; (b) address; (c) point of contact; (d) phone, fax and email; (e ) DUNS Number; (f) Cage Code; (g) socioeconomic category (i.e., small business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, etc.); (h) a technical/capability statement as well as your existing customers (i) any GSA Schedule numbers and expiration dates and (j) if you accept credit cards. Department of Agriculture (ARS) requests responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these�services. The Department of Agriculture (ARS) has the need for the following services: Scope of Work: Contractor will provide factory trained engineers to perform two (2) preventive maintenance service visits and unlimited emergency visits on the JEOL 6010LA Scanning Electron Microscope (SEM) located at 1815 N University Street in Peoria Illinois. Covered components will include: JSM-6010LA SCANNING ELECTRON MICROSCOPE MP-51070SNS STAGE NAVIGATION SYSTEM EX-94410T1L11 DRY SD HYPER DETECTOR MP-54060LSED LOW VACUUM SECONDARY ELECTRON UNIT MP-01060MS MOTOR DRIVE STAGE IRCS, DOOR MNT CHAMBERSCOPE Background: Preventive maintenance has been procured for this instrument since it was purchased in 2013 to ensure continued & reliable operation in support of the NCAUR research mission. Technical Requirements/Tasks: Service tasks include, but are not limited to: Clean Wehnelt cap and anode.� Polish if needed Inspect filament and replace with USDA-supplied filament if needed. Clean electron gun liner tube. Clean aperture holders. Inspect and clean, or replace as needed, all apertures: upper Condenser Lens Aperture (CLAP), lower CLAP, 50 um Objective Lens aperture, and 400 um Low Vacuum aperture. Replace rotary pump oil.� Inspect rotary pump mist filter and replace if needed. Perform electron gun alignment. Calibrate the SNS stage/sample image registration. Perform magnification and resolution tests for backscatter electron imaging, secondary electron imaging, and low vacuum modes. Contractor will provide telephone support and unlimited emergency visits to the customer location. Repair parts are to be included unless otherwise stated in this statement of work. Government Furnished: Government-furnished support is limited to security access to the equipment in the NCAUR facility, replacement parts not otherwise covered under this agreement, AC power (110VAC) and standard office lighting. Deliverables / Schedule:� Key Deliverable�1:� Deliverable:�Preventive Maintenance Objective:�Routine inspection, cleaning, alignment/calibration and repair of covered components. Due: Twice annually coordinated through the SEM Operator Key Deliverable�2:� Deliverable:�Emergency Maintenance Objective:�Emergency repair of defective components to bring the unit back on-line. Due: As necessary � coordinated through the SEM Operator Travel: Two (2) preventive maintenance service visits will be provided by the contractor. All service visits will be coordinated with the SEM Operator at NCAUR. Contractor�s Key Personnel: Only factory trained engineers are to perform any service procedure on the JEOL 6010LA Scanning Electron Microscope (SEM). Security Requirements: A copy of an official government photo ID (State-issued driver�s license or ID card, passport, green card, etc.) must be provided no later than one week before arrival of contract service technician(s) except in the case of emergency service, were only the name of the technician provided via email or telephone will be necessary.� Security access to the NCAUR facility will be provided based on this identification requirement. The government intents to issue a solicitation for a service contract�with a base and four option years.� The NAICS code for the expected acquisition is 811219, with a Size Standard of $20.5 million in revenue and the PSC Code is J066. Any subsequent procurement will be conducted as a commercial item purchased in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13.� Please email an itemized capability statements to Aaron Dimeo at aaron.dimeo@usda.gov by 3:00 p.m. (CST), March 2, 2020. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Respondents are also advised that under no obligation to acknowledge receipt of information or provide feedback about any of the information received.� After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation. No proprietary, sensitive, confidential or classified information shall be included with your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation
