Description
This sources sought announcement is issued in accordance with FAR Part 10, is to conduct Market Research on Industry's Capabilities in providing Hot Mix Plant for the Department of Interior, National Park Service, at Yellowstone National Park. Scope: Mobile Asphalt Plant and materials to mix 4,500 tons minimum /not to exceed 6,000 tons of Superpave PG58-34 asphalt mix. (Asphalt concrete aggregate, Oil/Anti- Strip, Mixing) Contractor will be responsible for Asphalt concrete aggregate, PG58-34 oil, anti-strip, labor and equipment to produce 4,500 tons mix on site at the Grebe Pit approximately 28 miles south of Mammoth Hot Springs WY. Or Norris Junction pit approximately 22 miles south of Mammoth Hot Springs WY. Contractor shall provide contract mixing of 4,500 tons of PG58-34 asphalt with a 1 % Type 3 (lime) anti-strip additive with the aggregate meeting � inch gradation in table 703-4 to produce a mix with 4% air voids. The largest size rock in the mix would be all material passing the � inch sieve. Contractor shall submit mix design to YNP for approval prior to start of mixing. The mobile asphalt mixing plant used in Yellowstone National Park must be equipped with a Bag house pollution control system (wet scrubber is not acceptable). The mobile asphalt mixing plant shall be capable of producing 120 tons per hour under any weather condition suitable for paving. YNP trucks will pick up the mix, Freight-on Board (FOB) contractor�s plant site for distribution to job sites. Due to weather conditions, paving will not occur every day. Days of production could require from, a minimum of 100 tons to a maximum of 900 tons of mix per day. Period of Performance: The contractor shall be capable of commencing deliveries by August 17th completing all deliveries by November 1, 2020 NAICS Code - The proposed NAICS Code for this action is 324121 - Asphalt Paving Mixture and Block Manufacturing with a size standard of 500 employees. How to Respond This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. The Government anticipates awarding firm-fixed price contract. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. Please refer to the current SBA rules regarding HUBZone firms, effective October 1, 2011. Analysis of the quantity and quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.
