Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� The US Army Corps of Engineers, Portland District, intends to award a sole-source, firm-fixed priced contract with CB Pacific, 909 7th Avenue, Suite 201, Kirkland, WA 98033.� This requirement is for the renewal of software maintenance support and version upgrades for the GE Intelligent Platforms (GE IP) Proficy iFix SCADA and Historian software product.� The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304�(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action.� The NAICS code is 511210-Software Publishers.� The size standard as defined by the U.S. Small Business Administration is $41.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date.� If no affirmative written responses are received by 12:00 PM Pacific Time on 09 March 2020, an award will be made without further notice.� Oral communications are not acceptable in response to this notice.� A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.� Electronic responses and questions shall be submitted via e-mail to Patricia.A.Hendrickson@usace.army.mil.� The US Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
