- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation 36C25020Q0349 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04/01-15-2020, VAAR Update 2008-19/10-04-2019. The North American Industry Classification System (NAICS) number is 311423 and the business size standard is 750 employees. **************************************************************************************************** The VA Ann Arbor Healthcare System has a need for emergency food rations at its facility that meet the following Salient Characteristics: Shall be shelf stable for a minimum of 10 years Shall be packaged, wrapped and shipped using 48 x48 standard pallets with a maximum height of 52 to fit within warehouse storage shelving Shall consist of high quality pre-cooked, freeze dried and vacuum packaged food Must be able to be prepared by untrained staff without utilities and can be prepared with hot or cold water Each complete meal shall include a complete kit with paper products and utensils (service ware) Shall provide at least one vegetarian meal from the 3-day pre-planned menu Shall provide at least one gluten free meal from the 3-day pre-planned menu A variety of different meals should be offered a minimum of three (3) different breakfast, lunch and dinner entrees. Meals should contain a variety of foods that encompass each of the main food groups: Breads/cereals/grains, Lean meat/protein, Dairy, Fruits, Vegetables Must provide 3 meals per day for 3 full days for 800 people: 2,400 meals per day 7,200 meals total Shall provide a 3-day sample/pre-planned menu to include all nutritional data for the following meals: 7,110 Meals (790 meals x 3 meals per day x 3 days) shall meet the following nutritional requirements: Calories: 2000-2400 per day or 600-700 per meal Fat: 25-35 percent of calories, <10% of calories from saturated fat Sodium: Not to exceed 2000mg per day Carbohydrate and Fiber: 25-30 grams fiber per day, 5-10 grams fiber per meal Protein: 60-120 grams per day, 20-40 grams per meal Sugar: No sugar added 90 Pureed meals (30 meals x 3 meals per day x 1 day) shall meet the following nutritional requirements for Dysphagia/IDDSI (Food requiring no chewing, with smooth texture and no lumps): Calories: 2000-2400 per day or 600-700 per meal Fat: 25-35 percent of calories, <10% of calories from saturated fat Sodium: not to exceed 2000mg per day Carbohydrate and Fiber: 25-30 grams fiber per day, 5-10 grams fiber per meal Protein: 60-120 grams per day, 20-40 grams per meal Shall provide 4,800 servings of milk (2 servings of milk per day for 800 people for 3 days) Shall provide 2,400 nutritious snacks that consist of a protein and carbohydrate source Shall contain training materials and a policy and procedure manual for healthcare facilities **************************************************************************************************** The proposed contract listed here is SET-ASIDE for Small Business vendors (SB) only.
