Description
Sources Sought for Fleet Readiness Center East (FRCE) Logistics and Technical Support Services Solicitation Number:� N0042120R0124 The responses to this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. ALL LARGE AND SMALL BUSINESSES THAT ARE INTERESTED SHOULD SEND IN A CAPABILITY STATEMENT.� The attached draft statement of work provides additional information about the required tasking.� If your company has any questions about the structure of the statement of work (SOW), or requirements within the SOW that may need further clarification, please also identify those in the response. Any resultant solicitation will be released on https://www.beta.SAM.gov.�� It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement.� DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT ANNOUNCEMENT IS STRICTLY VOLUNTARY. THIS SOURCES SOUGHT IS A MARKET RESEARCH TOOL FOR INFORMATION AND PLANNING PURPOSES TO DETERMINE POTENTIAL SOURCES CAPABLE OF MEETING THE REQUIREMENTS PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL.� THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR ANY INFORMATION RECEIVED FROM POTENTIAL SOURCES AS A RESULT OF THIS SOURCES SOUGHT ANNOUNCEMENT.� THESE REQUIREMENTS ARE SUBJECT TO CHANGE AND THE INFORMATION PROVIDED BELOW IS FOR INFORMATIONAL PURPOSES ONLY.� AT THIS TIME, THE NAVY IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.� NOT RESPONDING TO THIS SOURCES SOUGHT DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE RFP, IF ISSUED. Synopsis: The fleet support team (FST) site logistics department at Cherry Point, NC intends to procure on a competitive basis support services for acquisition logistics management integration across all logistics support elements. These logistics management services apply to all weapons systems and subsystems procured by the Naval Air Systems Command (NAVAIR), Fleet Readiness Center East (FRCE) at Cherry Point, North Carolina (NC). A draft SOW (attachment 1) is provided for your review and understanding of the scope of the effort. The contract type is anticipated to be Cost Plus Fixed Fee (CPFF), single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with an estimated total Level of Effort of approximately 2,116,335 man-hours over an ordering period of five (5) years.� The Government anticipates award in the first quarter of fiscal year 2021. The successful offeror will be required to have a Government approved accounting system.��� Capability Statement Submissions: It is requested that interested businesses submit a brief Capabilities Statement (no more than 10 pages in length, single-spaced, 10-point font minimum) demonstrating the ability to perform the services presented in the attached draft SOW.� The Capabilities Statement must address, at a minimum, the following: The type of work your company previously performed in support of similar requirements to the draft SOW.� Detailed company experience in managing work of similar size and scope to the draft SOW. The specific corporate and technical skills your company possesses, which ensure the capability to perform the draft SOW Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14 deviation 2019-O0003, the Offeror/Contractor agrees in performance of the contract in the case of a contract for Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 50 percent subcontract amount that cannot be exceeded.� Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business� General and Administrative rate multiplied by the labor cost.� Provide an explanation of your company�s ability to perform at least 50% of the tasking described in the draft SOW and tasking below for a 5-year ordering period.� Provide a statement including current small/large business status and company profile to include number of employees, annual revenue, number and geographic office locations, CAGE code, and a DUNs number.� All responses must include the following information:� Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address Respondents to this notice also must indicate whether they qualify as an 8(a), Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-Disabled Veteran-Owned Small Business Concern.� Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, elisa.vandevander@navy.mil or by mail to the following address: NAVAL AIR WARFARE CENTER AD- PAX ATTN: Elisa VanDevander (AIR-2.5.1.14) 22473 MILLSTONE RD.
