Description
This is a sources sought/market research synopsis. The Alexandria VA Health Care System (AVAHCS), Pineville, LA contracting office is performing market research to ascertain whether there are potential sources and their business size classification (HUB-Zone, 8(a), Small Business, Small Disadvantage Business, Women Owned Business, Service Disabled Veteran Owned Business, or Veteran Owned Small Business) The medical center intends to pursue a contract for the provision of blood and blood services to include at a minimum the following: Packed Human Red Blood Cells Leuko reduced, Cryoprecipitated, Fresh Frozen Plasma, Platelet Phereis, Irridiation Fee, Antibody Identification, Antibody Identification, Autologous Donation by a Veteran Patient, Elution and Antigen for the Overton Brook VAMC, Shreveport, LA and the AVACHS, Pineville, LA listed in this notice. The contractor shall ensure an adequate, readily available supply of blood and/or blood components and related services that are in accordance with standards established by recognized accrediting agencies such as the American Association of Blood Banks, the Food and Drug Administration, and the College of American Pathologists. Blood and/or blood components must be available 24 hours per day, seven days per week regardless of holidays to ensure an adequate blood supply always. Only 100% volunteer donor blood will be provided by the blood bank to the VA in accordance with the latest revision of the FDA rules and regulations. The designated North American Industry Classification Systems (NAICS) Code for this procurement is 621991 with a small business size standard of $32.5M. Timeframe for delivery: Blood shall be delivered as specified within twelve (12) hours following routine request. Transportation of specimens to lab for testing. Emergency (STAT) requests for transportation of patient sample to the Contractor laboratory for reference blood bank testing shall be available with a 1-hour response time from notification and shall be picked up from the VAMC s by the Blood Center staff and in route to the Contractor s Lab for testing within that 1-hour time frame. The contractor shall delivery blood products for transfusion to Alexandria VA Health Care System within four (4) hours of completion of testing and location of a suitable product. The contractor shall delivery blood products for transfusion to Overton Brooks VAMC Shreveport within two (2) hours of completion of testing and location of a suitable product. The contractor shall have the following licenses and or registrations and shall make them available for review by the VA medical center with the proposal: a. The Contractor shall maintain an unrevoked U. S. License which is issued by the Director, Bureau of Biologics, FDA under Section 351 of the Public Health Service Act, as amended, 42 USC Section 262, as a source of supply for whole blood. b. If the Contractor is involved in interstate shipment of blood or blood component is involved, the Contractor must maintain approval authorized under Section 251 of the Public Health Service Act, as amended, 42 USC Section 262. c. The Contractor's blood bank must maintain registration and/or licensing with the Food and Drug Administration (FDA), Department of Health and Human Services pursuant to Section 510 of the Federal Food, Drug and Cosmetic Act, as amended, 21 USC Section 260 at all times during the contract period. e. Certificate of Accreditation under the Clinical Laboratory Improvement Act of 1988 or current certification by the College of American Pathologists. This notice is to assist the VA in determining sources only. This is not a solicitation for proposals or quotes. A solicitation will be issued at a later date and time. All information submitted in response to this sources sought notice is considered voluntary. Interested and capable respondents are requested to provide: company name, address, point of contact, phone number, DUNS number, geographical location, business size and number of employees.
