Description
US EPA, Region 7, Physical Access Control System (PACS) for three sites located within the Kansas City metro area. Amendment 0003: The purpose of this amendment is to answer a Contractor question. 1) Q: Is this project to upgrade the software from the Software House CCure 800 to CCure 9000? A: This project is to install a new CCure 9000 Software House Security Management System at all 3 locations as specified in SOW. 2) Q: Is there a requirement for the 3rd party PIC card validation thru the Federal Bridge? A: Not at this time 3) Q: Is the current door hardware, locks contacts leversets, Motion detector RTE to remain? A: The existing door locking devices will remain. New door contacts and REX PIR devices are to be installed. 4) Q: Is the project to replace the current card reader with the PIV class reader? A: Current card readers will be replaced with Innometrics Cheetah readers specified in SOW. 5) Q: Will keypad readers be required in this project? A: Current card readers will be replaced with Innometrics Cheetah readers specified in SOW. 6) Q: Are the current APC controllers to be replaced with the new iStar Ultra controller? A: Yes, new controllers will be rack mounted iStar Ultra controllers. 7) Q: Can the existing cable be reused? A: No, new cabling will be required as the new readers will be wired using both RS-485 and CAT6a connections. 8) Q: Are all of the current cameras to be replaced? A: Yes 9) Q: Are all of the current NVR's to be replaced? A: Yes 10) Q: Will all three site's report back the the Region 7 Headquarters? A: All three sites will be added to the EPA enterprise PACS system. Region 7 HQ will have the ability to monitor all 3 locations. 11) Q: What doors or devices are to be connected to the Intrusion Detection System (IDS)? A: All doors receiving new cardreaders will be equipped with a magnetic door contact (BMS) to monitor door status (i.e. door forced/door held open alarms) 12) Q: We do not find any floor plan drawings on the provided CD. Will these be provided? A: Do not have these to provide. All available documentation was provided with the project package. 13) Q: Please confirm what is meant by ""submit the requirement information to our RFQ"". By this are you meaning that we submit our proposal in in-depth listing part by part? A: Your company must provide all the information required in 1-6 FAR 52.212-2 Evaluation - Commercial Items. When submitting pricing information please provide an itemized list for the SMS equipment, along with your completed pricing schedule. 14) Q: Will there be a set of blueprints made available to aid in ensuring we understand exactly the materials needed to complete your request? A: There are no blueprints provided for this procurement. However, we have security sensitive photos and drawings that you can obtain, if you a) request these materials from the Contracting Officer via FedConnect, b) The Contracting Officer will send you a Non-Disclosure form to sign, c) once you sign the Non-Disclosure form, the Contracting Officer will send you the photos and drawings. 15) Q: Will the three locations be identical? A: No 16) Q: Is it mandatory for us to visit the site(s) physically, or could this be done via webinar session? A: It is not mandatory that your company participate in a site visit. The site visit occurred on February 20, 2020, and there are no more site visits available. No webinar sessions are available for this solicitation.
