Description
The proposed contract action is for an acquisition for which the Defense Distribution Center, New Cumberland, PA intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 to Vertiv Corporation for Leibert UPS system preventative maintenance at DLA Distribution, Norfolk VA under solicitation number SP3300-20-Q-0057. This contract will be awarded to Vertiv Corporation, the OEM of the Leibert UPS system to be serviced. Vertiv Corporation. is the only known source that can provide these services because of the proprietary nature of the OEM tools, software, and firmware. Any attempt to develop an alternate source to provide this service, if possible, would result in a substantial cost to the Government. Accordingly, the Government intends to award a sole source, firm fixed price purchase order (FFP) utilizing FAR Part 13 to Veriv Corporation for the required services. The contract will be awarded as a base year plus four (4) one year options. The work includes preventative maintenance to the UPS, cabinet and sealed battery. All services include guaranteed 4-hour on-site emergency response, 7 days/week, 24 hours/day, within 150 miles of a Vertiv Services� Service City, access to the Customer Resolution Center (1-800-543-2378) and the Vertiv Customer Services Network Online Internet portal, 100% labor and travel coverage 7 days/week, 24 hours/day within the 48 contiguous states and Hawaii. The services also includes limited parts coverage. The details of the services are as follows: 1. STATIONARY VRLA SEALED BATTERY MODEL 37BP080XUR1BNL TAG # 1441950 WILL RECEIVE 4 ANNUAL PM. Services performed include inspecting the appearance and cleanliness of the battery and the battery room; cleaning normal jar top dirt accumulation; measuring and recording the total battery float voltage and charging current; measuring and recording the overall AC ripple voltage and current; visually inspecting the jars and covers for cracks and leakage; visually inspecting for corrosion; measuring and recording the ambient temperature, verifying the integrity of the battery rack/cabinet, measure, recording 100% of the jar temperatures; measuring and recording the float voltage of all cells; measuring and recording all internal ohmic readings, providing a detailed written report noting any deficiencies and corrective action needed, taken and/or planned; re-tightening all battery connections to the battery manufacturer's specifications; measuring and recording all battery connection resistances in micro-ohms and when applicable, refurbishing cell connections as deemed necessary by the detailed inspection report; and replacing of up to 10% of the battery jars per year. 2, UPS NPOWER 65-80 MODEL 37SA080ACC6BL55 TAG # 1441951 WILL RECEIVE 2 ANNUAL PM. Services performed include performing temperature checks on all breakers, connections, and associated controls; repairing and/or reporting all high temperature areas; performing a complete visual inspection of the equipment including subassemblies, wiring harnesses, contacts, cables, and major components; checking air filters for cleanliness; check rectifier and inverter snubber boards for discoloration; conducting diagnostic review with proprietary access to internal event logs, recording all voltage and current meter readings on the module control cabinet or the system control cabinet; measuring and recording the dc float voltage at the UPS and at the battery; measuring and recording the ripple voltage and current; checking power capacitors for swelling or leaking oil; checking for DC capacitor vent caps that have extruded more than 1/8""; measuring and recording harmonic trap filter currents; checking the inverter and rectifier snubbers for burned or broken wires; checking all nuts, bolts, screws, and connectors for tightness and heat discoloration; checking fuses on the DC capacitor deck for continuity, performing operational test of the system, including unit transfer and battery discharge; calibrating and recording all electronics to system specifications; checking or performing Engineering Field Change Notices (FCN) as necessary; measuring and recording all low-voltage power supply levels; recording phase-to-phase input voltage and currents, recording real and apparent power for each phase; reviewing system performance with customer to address any questions and to schedule any required repairs. 3. CABINET MBC/SLIM LN MODEL NUMBER 37MB080ACC62N TAG # 1441953 WILL RECEIVE 1 ANNUAL PM. PERIPHERALS MAINTENANCE BYPASS CABINET MODULE BATTERY DISCONNECT, LOAD BUS SYNC, POWER TIE, SLIM LINE DISTRIBUTION CABINET. Services performed include a complete visual inspection of the equipment, including an inspection of sub-assemblies, wiring harnesses, contacts, cables and major components; checking all mechanical connections for tightness and heat discoloration, making corrections where necessary; cleaning any foreign material and dust from internal compartments; performing a status check of alarm circuits; calibrating the equipment to meet manufacturer's specifications; performing an operational checkout of the system to include transfers and proper status indications; checking or performing Engineering Field Change Notices (FCN) as necessary and returning unit to operational service with normal load then measure and verify display indications. Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The expected start date of the base year of the contract is 1 April, 2020. The North American Industry Classification System (NAICS) code for this effort is 811219 (Other Electronics and Precision Equipment Maintenance and Repair) with a small business size standard of $22 million.
