Description
THIS IS A SOURCES SOUGHT NOTICE. The Bureau of Land Management (BLM), Oregon State Office is seeking responsible vendors to establish multiple-award Blanket Purchase Agreements (BPAs) for Commercial Items Services for land treatment services to treat Sudden Oak Death (SOD) sites and other work of similar nature that occur in Oregon; currently concentrated in Curry County of BLM Coos Bay District. The BLM anticipates awarding multiple five-year Blanket Purchase Agreements. Projects require a rapid response within thirty (30) days from the Contractor after award in order to initiate treatment of the infected sites as quickly as possible. The work includes the cutting of trees (primarily tanoak), brush, other vegetation, herbicide application and prescribed burning. The performance period is anticipated to be from April 1, 2020 for a period of five (5) years. The minimum purchase limit is $2,500 and maximum purchase limit is the Simplified Acquisition Threshold (currently $250,000). The value of purchases under the BPA is estimated about $5,000,000 over the life of the BPA; the value may vary depending on actual need. The NAICS code is 115310 and the small business size standard is $8.0M. This opportunity is open to all businesses regardless of size. All responsible sources must submit a capability statement which shall be considered by the agency. The capability statement must include: � Technical Qualifications demonstrated by, but not limited to: o Liability insurance coverage not less than $500,000 each person, $500,000 each occurrence, and $500,000 property damage; o Valid Oregon Department of Agriculture Operators License and Commercial Pesticide Applicator License for Forestry and applicable licenses to perform treatment services for Sudden Oak Death in Oregon; and o Incident Qualification Card (Red card) for burning. � Relevant Experience demonstrating: o At least three (3) years of relevant Federal and/or State experience performing treatment services for Sudden Oak Death and/or other work of a similar nature in Oregon of similar scope and size; and o Use of chainsaws. � Past Performance information for Federal/State Sudden Oak Death treatment projects and/or other work of a similar nature performed of similar scope and size to include: o Title of project o Location of project o Award amount (to include modifications) o Completion Date o Federal/State Point-Of-Contact Name, Title, Telephone Number, and Email Address Responses must be received by 03/11/2020, 10:00 a.m. PST in order to be considered.
