- RFQ#36C26220Q04444 PROJECT TITLE: GREEN WASTE TRACKING SERVICES FOR VETERANS AFFAIRS SAN DIEGO HEALTHCARE SYSTEM This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. The combined synopsis/solicitation is for vendors under NAICS 334614 or related to with a size standard of 1,250. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can supply the San Diego VA Healthcare System with Green Waste and Energy Automatic Data Tracking Services. The Contractor shall work with the VA hospital to increase its efficiency by managing, monitoring energy waste usage, reviewing the spending data through data collection and reporting service. The Contractor shall also offer its service of collecting and measuring inputs energy and waste vendor data and outputs energy and waste reports of the facility. The Contractor shall track energy usage and spend, (Electricity, Natural Gas, and any other energy commodities), waste weights and spend (i.e. Solid Waste, Recycling, Hazardous, Universal, Regulated Medical). The service provided shall help the hospital reduce the cost through automated data collection interfaces. The Contractor shall automatically import consumption (volume) and cost data from VASDHS vendors eliminating the need for manual data entry, which will significantly contribute to the reduction of data errors and labor hours needed for manual data entry. The Contractor shall include the energy service providers (electricity, natural gas, and any other energy commodities) and waste haulers (Solid Waste, Recycling, Hazardous, Universal, Regulated Medical, etc.). The Contractor shall request and receive the required data for immediate upload through the electronic interfaces. *NOTE: This Requirement Is for Base Plus Four (Option Years) Base Year March 13, 2020 March 12, 2021 Option 1 March 13, 2021 March 12, 2022 Option 2 March 13, 2022 March 12, 2023 Option 3 March 13, 2023 March 12, 2024 Option 4 March 13, 2024 March 12, 2025 TECHNICAL CAPABILITIES Furnish unlimited users across VASDHS and enhances sustainability program development and management. Work with VA hospitals by increasing their efficiency in managing, monitoring energy, waste usage and spending data through the data collection, and reporting service. Track the energy usage and spend of: (Electricity, Natural Gas, and any other energy commodities), Waste Weights, spending (i.e) Solid Waste, Recycling Hazardous Medical Waste. Assist VASDHS in the reduction of costs through automated data collection interfaces. Automatically import consumption (volume) and cost data from VASDHS vendors eliminating manual data entry to reduce data errors and labor hours needed for manual data entry. Include the energy services providers (electricity, natural gases) and any other energy commodities). Provide waste haulers for Solid Waste. Recycling, Hazardous, Universal, Regulated Medical etc. Request and receive the data and automatically upload the data through electronic interfaces. REPORTS Benchmarking graphs energy per square foot, waste stream percentage, waste volumes and waste weight per healthcare metrics such as adjusted patient days. Dashboards allowing the users to see the data reported in a single portal. Scoreboards to track the facility energy and waste initiatives. Charts and graphs to show facility or organization level reporting. Communication between Contractor and COR. A list of key personnel names, phone numbers and email addresses, shall be exchanged between the Contractor and COR. The list shall be updated whenever there are changes to the personnel list. Monthly Summary Report with waste volumes and energy consumption shall be available documented and formatted so that various fields can be sorted and queried by the COR or designated representative in a spreadsheet (Microsoft Excel MS Office 2007 or better) due on the 15th work day of the next month. Green Waste Tracker Web link. The Contractor shall obtain a log-in Identification (ID) and receive training for Green Waste Tracker from the COR or representative. The Contractor shall enter waste data including invoice number, location, weight, cost, whether recycled or disposed and other costs in Green-health Tracker on a monthly basis for the data that has been received by the VASDHS vendors with the goal being by the 15th of the next month and end of month at the latest. CHANGES IN SCOPE OF WORK: Any changes to the Scope of Work will be administered by the Contracting Officer (CO) per FAR 52.212-4 Terms and Conditions of the Contract Commercial Items. QUALITY ASSURANCE PLAN: The QASP will be used by the Government to monitor and evaluate the Contractor s performance using mostly customer feedback. The Government will use random, scheduled and unscheduled inspections of the various reports transcribed to determine the validity of the customers complaints. Performance will be recorded by the COR or designated representative and when an observation indicates defective performance, the COR will request the Contractor or designated representative to initial the observation. The COR will conduct at least quarterly or as needed on-site inspections of the facilities involved in the proper administration of this contract. CONTRACTORS QUALITY CONTROL PROGRAM: The Contractor shall implement and maintain a complete quality control (QC) program so that all requirements are provided for as specified in all sections of this contract. The Contractor s QCP shall include but not be limited to the following: A statement describing how the Contractor will meet the basic requirements of this contract (including staffing levels, time to respond to a spill incident) shall be provided to the Contracting Officer s Representative (COR) fifteen (15) days after effective date of contract award and whenever there are major turnover of personnel. A major turn-over is two or more employees. A method for identifying deficiencies in the quality of services performed before the performance deficiency becomes unacceptable. The QCP shall contain processes for corrective actions without dependence upon Government direction and shall maintain records of all Contractor QC inspections and corrective actions. A method of recording or logging the activities of the Contractor, which would demonstrate the Contractor's ability to maintain the minimum requirements of this contract. The COR or designated representative will monitor the Contractor's performance using the Contractor s QCP and the Government s QASP. The Contractor shall provide at least quarterly QC assurance report to the COR. The report shall include the results of the reviews, identification of problems and a correction plan. CONTRACTOR PERSONNEL QUALIFICATIONS: The Contractor (also refers to its employees and sub-contractors) shall provide a list of employees who are likely to perform work) by the 30th day after award of the contract. The Contractor shall wear proper company work attire and displayed an identification badge at all times while on the VA premise. The Contractor shall notify the COR in writing whenever there is a change of personnel appointed to fulfill the technician function or when there is a planned absence of key personnel. The Project Contract Manager shall, in the absence of the Contractor, act as the Contractor Representative. He/she shall have full authority to act for the Contractor on all matters relating to daily operations of this contract. SECURITY REQUIREMENTS: The Contractor and its subcontractors shall be subject to the same Federal laws, regulations, standards and VA directives and Handbooks as VA and VA personnel regarding information and information system security. Contractor employees who require access to the VASDHS campus shall obtain a security badge from the VA Office of Security and Law Enforcement. SERVICE LOCATION: VASDHS 3350 La Jolla Village Dr, San Diego, CA 92161 (HOSPITAL SQUARE FOOTAGE:937,000). HOURS OF OPERATION: Services shall be provided between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, excluding the Federal holidays. Federal Holidays include New Year s Day, Martin Luther King s Birthday, President s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day and any other day(s) designated by President of United States as a holiday. When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by Federal agencies. TRAVEL: Travel costs shall be included in the overall contract cost. Travel to kick-off and closing meetings may be required. INSPECTION AND ACCEPTANCE: The VA technical Point of Contact is responsible for performing inspections necessary to substantiate that the service under this contract are in compliance with contract requirements.
