- Sources Sought Notice for Therapeutic Apheresis Treatment Services at Edward Hines, Jr. VA Hospital and Jesse Brown VA Medical Center The Great Lakes Acquisition Center (GLAC), on behalf of the Edward Hines, Jr. VA Hospital (Hines VA), 5000 South 5th Avenue, Hines, IL 60141-3030 and Jesse Brown VA Medical Center (JB VAMC), 820 South Damon Avenue, Chicago, IL 60612-3728 (Hines VA and JB VAMC collectively herein called VA) intends to award a five year Blanket Purchase Agreement (BPA) for Therapeutic Apheresis Treatment Services (Apheresis Treatments) under authority of Title 38 U.S.C. 8153, Health Care Resources (HCR) and pursuant to FAR 13.5 Certain Commercial Items. BPA effective date will be July 1, 2020. Contractor shall provide on-site Apheresis Treatments on-demand 24 hours per day, 7 days per week, including all Federal holidays. Specified VA Laboratory personnel will call contractor to schedule routine or emergency service. VA shall give Contractor a minimum of 12 hours notice when scheduling routine Apheresis Treatments. Contractor shall arrive on-site two hours prior to beginning routine services. Contractor shall arrive on-site within 4 hours of VA Laboratory phone request to begin emergency services. Apheresis Treatments shall be provided by Registered Nurses or allied health professional(s) who possess the following competencies: Operational knowledge with specific instruments used by the Contractor through documented training and competency records. Knowledge of the basic principle of separation. Knowledge of transfusion of blood components and the requirements of fluid replacement after removal or exchange. Expertise in the management of adverse effects of therapeutic apheresis and transfusions. Contractor shall provide all materials and supplies (except replacement fluids, albumin or plasma), equipment, personnel and qualified supervision that are required to provide routine and Urgent On-Site Apheresis Treatment at the Hines VA and at the JB VAMC. Contractor shall always maintain equipment in good-working order in accordance with manufacturer specifications as well as remain compliant with applicable safety regulations. Contractor shall have a contingency plan that keeps VA requirements met in the event of any equipment failure. Historically, the two sites have received contracted services as follows: Edward Hines, Jr. VA Hospital, 10 Apheresis Treatments per year Jesse Brown VA Medical Center, 60 Apheresis Treatments per year All qualified Contractors who believe they can provide the required services are encouraged to respond to the follow: Contractor s background and experience in providing Apheresis Treatment services. Plans regarding equipment placement, and if not leaving equipment on-site, plans to get equipment to VA in cases of off hour and emergency treatment requirements. Contractor has a sufficient amount of licensed Registered Nurses who are trained in Apheresis Treatment procedures and are available to commence working on or about July 1, 2020. Contractors that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) shall include proof of verification in the VIP database at www.vetbiz.gov. Contractors shall include proof of registration in the System for Award Management (SAM) system (www.SAM.gov). Pricing is requested and will be used as part of market research. Treatment Rate: $__________ A determination by the Government based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement or to proceed with a sole source, non-competitive award.
