- N0016419FW108 P00007 � SOLE SOURCE � ENGINEERING SERVICES AND PROGRAM MANAGEMENT SUPPORT FOR THE SURFACE ELECTRONIC WARFARE IMPROVEMENT PROGRAM (SEWIP) BLOCK 2 SYSTEM � PSC J019 � NAICS 541330 Issue Date: 02 March 2020 � Closing Date: 09 June 2020 � 4:00 PM Eastern THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-17-G-WM06 Naval Surface Warfare Center (NSWC) Crane has a requirement for the procurement of engineering and technical support for new and existing installations on ships and shore sites. The proposed contract action is for a MODIFICATION to Job Order N0016419FW108 (N0016417GWM06-0003), awarded to Lockheed Martin Corporation (CAGE: 03538) of Liverpool, NY to increase the existing labor hours and dollar ceiling. The hours will increase from 8,083 by 8,800 to 16,883. The dollar ceiling will increase from $2,538,350 by $1,931,367 to $4,469,717. The requirements of N0016419FW108 are for the procurement of engineering and technical support for new and existing installations on ships and shore sites, including pre-SOVT, SOVT, and post-SOVT maintenance and sustainment, and Program Management. N0016419FW108 has a Period of Performance (POP) that ends 26 June 2023. The proposed contract action will not change the POP of N0016419FW108. FOR SOLE SOURCE PROCUREMENT � The Government intends to solicit and negotiate this modification with only one source, Lockheed Martin Corporation (CAGE: 03538) of Liverpool, NY, under the authority of 10 U.S.C. 2304(c)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for a future requirement.
