This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 562998, with a small business size standard of $7.5 M. The Facilities Management Department at the William Jennings Bryan Dorn VA Medical Center, 6439 Garners Ferry Rd, Columbia, SC is seeking to purchase preventative maintenance for Root Sawing of Sewer Lines. This requirement is for a base year and four (4) one-year option periods. All interested companies shall provide offer(s) for each period of performance in their response and to include a grand total for base year and 4 one-year option periods. (Please see the attached price/cost/delivery schedules for more detail). Services Statement of Work Drain Treatment Services (BASE +4 Options) 1. REQUIREMENT: Requirement is for a new Base +4 option service contract for drain treatment services at Columbia VA Health Care Systems (CAVHCS), Columbia, South Carolina. 2. BACKGROUND: The Dorn VA Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Annually, the Medical Center serves approximately 56,116 patients. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rockhill, Sumter, and Spartanburg, South Carolina. This requirement is for monthly services to maintain and treat all discharge drains at Columbia VAHCS. Treatment of the drains at Columbia VAHCS is necessary due the condition of the existing drains at this facility. The drains are old and partially collapsed in some areas. If grease is not broken down chemically, the drains will develop grease clogs that cannot be cleared without jetting the sewer lines. The condition of the sewer lines is fragile, and jetting may cause rupturing. It is critical that grease discharge, particularly discharge from the canteen gets broken down chemically before clogs can develop and cause serious drain line/sewer line issues. 3. PERIOD OF PERFORMANCE: Work shall be performed during the periods listed below during normal working hours, which are 8:00AM 4:30PM Monday through Friday except weekends and federal holidays: BASE YEAR April 1, 2020 through March 31, 2021 OPTION YEAR 1 April1, 2021 through March 31, 2022 OPTION YEAR 2 April 1, 2022 through March 31, 2023 OPTION YEAR 3 April 1, 2023 through March 31, 2024 OPTION YEAR 4 April 1, 2024 through March 31, 2025 4. PERFORMANCE REQUIREMENTS: The contractor shall provide root sawing of sanitary sewer lines performed annually. Pressure washing of sanitary sewer lines January, July and October. Pressure washing of sanitary sewer lines quarterly. Pump out grease traps quarterly. Provide Emergency services Clean out blockages of lines not covered in contract. Pressure wash main drain line 8 times per year February, March, May, June, August, September, November, and December. Disposal of grease trap waste. Connection points are as follows. Two in ECC room number LB165, Manhole outside of ER, One in hallway outside of ECC LB165, 2 lines in parking lot 1 in front of building 100A, Manhole in Mechanical room BD100 Basement of 100A, location of grease trap for sewer system North East corner of Medical Center property. 6. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS: The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data.
