Description
The information sought herein is for PLANNING PURPOSES ONLY and shall not be construed as request for quotation (RFQ), request for proposal (RFP), or invitation for bid (IFB), or as an obligation for commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to this sources sought announcement.� This notice is for market research purposes only.� Should a requirement arise, the full requirement will be detailed in the solicitation, if issued. Wireless At-Platform Test Set (WATS) is the next generation of equipment to provide an interface between the Army standard at-platform tester and the vehicle under test, delivering soldiers troubleshooting and fault isolation measurements. WATS provides the maintainer a wireless or wired, vehicle diagnostic tool with a full spectrum of diagnostic tests as well as real time and collective data. Maintainers will also use WATS to perform standard voltage, current, resistance, pressure and Revolutions Per Minute (RPM) measurements for both digital and analog testing on most Army vehicles and weapon system platforms. WATS will be used in conjunction with a vehicle/equipment Interactive Electronic Technical Manual (IETM) to perform diagnostic measurements and fault isolation. The Maintenance Support Device (MSD) system, the At-platform component of the Integrated Family of Test Equipment (IFTE), is the U.S. Army's general purpose knowledge-based standard automatic test equipment that is used throughout the U.S. Army at all levels of maintenance to test and diagnose highly complex communications and electronic equipment, missiles, aircraft, and ground vehicles to identify failed line replaceable units (LRUs).� The system is a compact, lightweight, and man-portable unit that accesses Army systems' diagnostic information across a multitude of platforms, utilizing wireless and wired connections. The U.S. Army currently uses a test platform called the Smart Wireless Internal Combustion Engine (SWICE) kit to perform maintenance and fault isolation on Tactical Wheeled Vehicles (TWV).� Managed by Product Director Test, Measurement and Diagnostic Equipment (PD-TMDE), the SWICE kit includes all the equipment necessary to wirelessly interact with the TWV's digital and analog bus. The SWICE kit is currently used with the MSD to perform diagnostics, fault isolation and maintenance. All of the data from each of the SWICE kit's modules is wirelessly transmitted back to the MSD to enable the maintainer to diagnose a TWV.� Current SWICE kits are facing technical obsolescence issues. The rapid technical advancement of Army weapons systems and the complexity of associated IETMs and troubleshooting procedures require that capabilities be modernized at a pace to keep up with required capabilities. For acquisition planning purposes, the Government is exploring technology refreshment for SWICE kits. WATS is the answer to filling this need. Contractors should respond to this request for information (RFI) by providing the following: 1. Information summary regarding the Contractors critical capabilities of their existing and new technologies that may emerge in the future and how those capabilities align with fulfilling the WATS requirement. 2. Detailed explanation of pertinent specialized skill sets, facilities, tools and equipment, processes, technology to manufacture, etc. shall be addressed or shown by attaching an information paper. 3. Capabilities and technologies IAW Draft WATS TDP will be provided per request of interested Contractors. Interested Contractors should submit their request to martha.c.white8.civ@mail.mil. Response to each requirement listed in the ""Wireless At-Platform Test Set (WATS) Additional Requirements"" provided herewith indicating the Contractors ability to satisfy each item and a brief response indicating how the Contractors proposes to do so.
