- NASA/JSC has a requirement for additional Principal Investigator (PI) science services for a series of 30 day artificial gravity bed rest studies. NASA/JSC intends to extend the exiting contract, 80JSC019P0010, to purchase the additional PI science services required from the current contractor, Deutsches Zentrum f�r Luft-und Raumfahrt (DLR). DLR�s unique capabilities required for NASA�s artificial gravity bed rest research studies are: These PI science services must take place at the :envihab facility operated by DLR in Cologne, Germany where DLR is the current contractor for NASA�s artificial gravity bedrest studies.� NASA must contract with DLR on a sole source basis to obtain the corresponding PI science services needed to support these existing bed rest studies.� The :envihab facility is a unique facility which offers a full service bed rest facility for up to 12 subjects for investigations requiring long duration bed rest studies simulating effects of micro gravity on the human body. This bed rest facility is capable of maintaining a strict metabolic diet with in-house nursing and medical care. DLR is uniquely qualified to provide the type of PI science and standard measures necessary to prepare, conduct, and close the existing artificial gravity bedrest studies. DLR will be required to develop a study management plan, conduct study management, complete all preparations for bed rest campaigns, recruit and select test subjects, implement the bed rest campaigns, disseminate data and reports, and provide the appropriate medical care and safety of test subjects while undergoing the studies.� DLR has been performing the current contract, 80JSC019P0010, since February 15, 2019 for the JSC Human Health and Performance Directorate in support of the Human Research Program, the International Space Station Program, the Orion Multi-Purpose Crew Vehicle Program, and the Exploration Systems Mission Directorate. NASA/JSC intends to extend the current contract�s period of performance end date from 8/15/2020 to 5/24/2023 to enable the additional PI science services necessary to support the existing bed rest studies.� The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Central Time on March 18, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
