The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL):� INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad.� INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems.� These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL�s Office of Europe and Asia (EA) develops and manages criminal justice sector reform programs and contributes to policy formation on civilian security issues in both regions.� INL/EA and INL personnel at U.S. Embassy Pristina administer U.S. government assistance to Kosovo in order to develop its criminal justice sector, reform its law enforcement and security sector, and disrupt transnational organized crime. The purpose of this Personal Services Contract is to fill the role of Senior Law Enforcement and Corrections Advisor (SLECA) Kosovo at Embassy Pristina.� The SLECA will provide specialized law enforcement and corrections expertise to facilitate direct INL program assistance in Kosovo (to include training, equipment, accountability, and implementer performance).� The SLECA will also provide internal controls and accountability for the delivery of equipment, technical assistance, and training in the law enforcement and corrections sectors.� The SLECA must be able to work rapidly, responding promptly to multiple and evolving priorities in a difficult and demanding environment.� The position requires international law enforcement and corrections assistance expertise and experience to enable the incumbent to manage the substance, timing, and supervision of this assistance to ensure its effectiveness.� The SLECA is also required to make recommendations on policy regarding INL assistance funding to the law enforcement and corrections sectors. DUTIES AND RESPONSIBILITIES Under the direct supervision of the Embassy Pristina INL Director or his/her designee, the Senior Law Enforcement and Corrections Advisor will perform the following duties: 1.� Identify opportunities for effective law enforcement and corrections sector programs in Kosovo, with specific emphasis on training and equipment for the Kosovo Police (KP) and the Kosovo Correctional Service (KCS), to complement current Department of Justice International Criminal Investigative Training Assistance Program (ICITAP) programming.� The SLECA will draw on subject matter expertise in law enforcement and corrections reform and program management involving U.S. government assistance in developing countries.� responsible for managing these programs and for acting as the Contracting Officer Representative (COR) and Grants Officer Representative (GOR) on related contracts and grants. 2.� Advise the INL director and INL/EA regarding the performance of Kosovo agencies and INL implementing partners to recommend future law enforcement and corrections programming in Kosovo.� Assess Kosovo law enforcement and correction agencies� training and equipment capacity.� Provide analysis and guidance to the INL Director in project budget preparation and program planning.� Ensure effective coordination, both within and outside the Mission, on INL direct assistance to the government of Kosovo.� 3. Coordinate with Kosovo officials and draw on subject matter expertise to determine best methods for developing KP and KCS institutional capacity complementary to existing ICITAP programming.� Liaise with and assist the Kosovo law enforcement and corrections agencies in developing viable capacity-building projects.� Act as a liaison between these entities and components of the U.S. Mission. 4.� For the project supporting the Kosovo Correctional Service, the SLECA will be the implementer for international training, study visits, and the procurement component of the project, while ICITAP will be the prime implementer of advisory and mentoring assistance in country. � 5.� Develop and maintain professional and social relationships with Kosovo government law enforcement and corrections sector officials to ensure close, cooperative working relationships. 6.� Assist in the preparation of required reporting for International Narcotics, Crime, and Law Enforcement (INCLE) funds, including the Mission Resource Request, Annual Budget request, Congressional Budget Justificiation, and Annual Strawman Exercise.� Administer and monitor the expenditure of funds provided to implementers.� Prepare program documentation and procurement requirements for law enforcement and corrections assistance projects and acquisitions.� Provide regular reporting and status reports to INL Director. 7.� Brief Department, Congressional, and other international dignitaries orally and in writing on the INL-funded, direct assistance to the law enforcement and corrections sectors in Kosovo.� Develop appropriate itinerary and accommodations for official travelers, as necessary. 8.� In the absence of the INL director, represent INL in U.S. Embassy Pristina country team meetings and supervise locally employeed INL staff. 9.� Establish and maintain appropriate internal management control systems.� Ensure INL programs, training, and equipment are not subject to waste, fraud, or mismanagement.� Help manage and monitor the use of all U.S.-provided equipment intended for law enforcement and corrections purposes.� Contribute to annual reporting requirements for the End Use Monitoring Report. 10.� Maintain security awareness and properly handle classified and controlled items and information. � TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative and Grants Officer Representative courses through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) DL course through FSI within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat Course (OT650) prior to deployment to Post. Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Primary place of performance is U.S. Embassy Pristina, Kosovo.� Travel to the United States for meetings, consultations, and trainings will be required, as well as possible travel in and around the European region. ���������������������� RELATIONSHIPS The SLECA will report to the INL Director at US Embassy Pristina and liaise and coordinate with INL/EA staff in Washington, D.C.� The SLECA will develop and manage law enforcement and corrections assistance to complement existing ICITAP programming, in coordination with the INL Director, the INL Program Specialist, and the INL Program Assistant.� The SLECA will liaise with other agencies/governments active in the law enforcement and corrections sectors and with host government contacts.� The SLECA will monitor INL direct assistance in Kosovo in these areas and present his/her assessments of effectiveness to the INL Director for discussion and final approval. The INL Director will provide yearly performance reviews to the Contracting Officer in Washington D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY The SLECA must be able to address Kosovo law enforcement and corrections sector needs by developing and overseeing projects, training, and acquisitions in coordination with host-country officials.� The position involves planning, organizing, supervisory, and assessment skills as well as oversight to ensure the sustainability of INL assistance. SCOPE AND EFFECTIVENESS The SLECA performs broad and extensive assignments related to a complex administrative/financial program in law enforcement and corrections programs in Kosovo, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS U.S. citizenship with the ability to obtain and maintain Department of State Secret-level security and medical clearances and Department of State ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). Bachelor�s degree from an accredited U.S. institution AND ten (10) years related experience in the fields of law enforcement and/or corrections. A minimum of five (5) years of experience abroad managing bilateral or multilateral law enforcement/corrections programs in an international setting, preferably in a post-conflict environment. Demonstrated experience developing and managing long-term law enforcement/corrections programs, including assessment, monitoring and evaluation. Demonstrated experience drafting related reports/documents, annual budgets, and strategic plan submissions. Demonstrated experience planning, strategizing, implementing and reporting on projects. Demonstrated experience drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. Demonstrated experience coordinating and working closely with the Department of Defense, United Nations, and/or international community on law enforcement/corrections development programs. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 2:�������� Program Management Experience������������������������������������ (20 points) Demonstrated knowledge of program management politices, concepts, budgeting practices, contracts, and principles in order to analyze and develop recommendations for program implementation and objectives of the U.S. government.� Demonstrated experience in preparing budgets, advance acquisition plans (AAP), statements of work (SOW), procurement orders, purchase requests, sole-source justification waiver requests. Factor 3:�������� Management & Communication Experience�������������������� (20 points) Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses.� Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor.� Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. COMPENSATION (BASE PAY) This position has been designated at the FS/GS-14 equivalent level ($88,619 and $130,140 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
