Synopsis Technical/Expert Support-Waste Treatment and Immobilization Plant Project Through Hot Commissioning Phase Action Code: Special Award Contracting Office Zip Code: 99354 NAICS Classification Code: 541690, ""Other Scientific and Technical Consulting Services- (Energy).""� Contracting Office Address: 2440 Stevens Center Place, P.O. Box 450, Richland WA, 99354 The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to award by means of other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy Agency Requirements.� DOE intends to award a sole source Time and Materials (T&M), (FAR 16.601) contract to Jeffrey S. Trent (Proposed Resource) physically located in Richland, WA 99352 to provide expert technical and programmatic advice in the evaluation of contract proposals, requests for equitable adjustments, re-base lining efforts for on-going current and extended into the Hot-Commissioning phase of the Waste Treatment Plant (WTP) Project. Proposed term: 4 years. DOE has determined that there is a need for scientific and technical consulting. �The Proposed Resource possesses specific knowledge and past experience of DOE Hanford nuclear waste tank clean up and related project transitions, as required.� This work is highly specialized and distinctly specific to the Hanford Site and mission. The Proposed Resource is the only source with the required technical support skills, on-site experience, education and knowledge to satisfy DOE/ORP WTP needs.� Services will consist of the following: Provide expert technical support to the Assistant Manager of the WTP Project for purposes of evaluation of contract proposals and re-base lining efforts of the Bechtel National Inc. WTP Plan with added responsibilities to support the Project through the Hot-Commissioning phases.� Added duties will include, but is not limited to providing expert advice to DOE/ORP on any proposed technical approaches and will also include expert evaluations of assessments and determinations reached as a result of sources used for pricing and cost estimates.� Exclusive professional assistance is essential in making and implementing decisions to be relied upon by DOE/ORP�s senior leadership and will be used for obtaining subsequent support and approval via the approval process established and required by DOE�s Washington DC headquarter staff and professional experts.�� Implementation of robust decision-analytical processes, including 1) development of decision papers (memoranda); 2) preparation and development of tools such as information trees and tables to be used in the decision making process; 3) providing advice on technical decisions, preparing, evaluating, analyzing and offering recommendations of related risk analysis; 4) developing guidelines that result in roadmaps created for the purpose of crafting decision useable frameworks; and 5) otherwise providing essential and necessary assistance required in support of all efforts of planning, framing and implementing processes, as determined to be necessary to successfully support DOE/ORP�s technical issue resolutions.� Development of an initial work product, which will be focused on: 1) developing recommendations that will contribute to resolving technical and safety issues with the startup of the Low Activity Waste (LAW) facility, 2) recommending decisions to DOE/ORP associated with the design of the High Level Waste (HLW) facility and 3) resolution of emerging challenges from integrating facilities that support the Direct-Feed HLW mission. ORP has determined that this effort can only be satisfied by the unique services provided by Jeffrey S. Trent (Mr. Trent).� Mr. Trent has clearly defined employment and educational credentials that uniquely qualify him as a sole source expert, as follows: Technical and Project Management Consultant and direct knowledge and demonstrated previous experience with: 1) the WTP project design and operations and liaison to DOE Headquarters, Office of Environmental Management, Washington DC; 2) Federal Project Director, Integrated Project Team Lead and Contracting Officer Representative for the DOE High Level Waste Facility, 3) Bechtel National Inc. WTP engineering, nuclear safety, and project management processes and procedures; and 4) understanding of DOE field office and headquarters processes and procedures. BA of Science in Mechanical Engineering; MA in Public Administration and certifications as Federal Project Director, Level II; Federal Contracting Officer Representative Level III; DAU Acquisition Level III in System Planning, Research, Development and Engineering and Navy Lean Six Sigma Green Belt Mr. Trent is the only known professional and single source immediately available who also possesses the required knowledge of the DOE/ORP unique site location and related challenges.� Mr. Trent is the only known source uniquely capable of providing the highly specialized and technical support required to meet these requirements. The period of performance is from July 1, 2020 to June 30, 2024.� The estimated contract price is estimated at $1,036,700. All work executed is to be in direct support of the DOE-ORP WTP Project.� Any subsequent modification of the contract shall not be more frequent than on a semi-annual basis.� This contract shall not exceed the stated amount over its entire duration.� Additional information as available in the attached Statement of Work.
