- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, ""Streamlined Procedures for Evaluation and Solicitation for Commercial Items,"" as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 68HERD20R0003 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those effect through Federal Acquisition Circular 2020-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 Landscape Care and Maintenance Services and the business size standard $8 million. This solicitation is being competed under Full and Open competition. The Government anticipates a single award hybrid type of contract consist of Firm Fixed Price and Indefinite Delivery/Indefinite Quantity (IDIQ) elements that includes a base 12-month period and four (4) 12-month option periods. The anticipated date of the contract award will be on or about June 1, 2020 with an effective date of July 1, 2020. U.S. Environmental Protection Agency is seeking to procure Ecological Exterior Landscaping and Ground Maintenance Services on its main campus in Research Triangle Park (RTP), North Carolina as outlined in the attached Performance Work Statement (PWS). In addition to providing cost/price proposal for this solicitation, each offeror must provide any required, NON-PRICING responses (e.g. technical proposal, representations and certifications, etc). Offerors shall provide a proposal in accordance Local Provision EPA-L-36-101 Proposal Instructions (Alt III) in the Additional Solicitation Provisions and Clauses in attached Solicitation 68HERD20R0003 that meets or exceeds the following required services: Base Period: CLIN 0001: Ecological Exterior Landscaping and Grounds Maintenance Services at EPA-RTP as outlined in the attached PWS, 12 months. Alexandria Drive Research Triangle Park, North Carolina 27709 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this solicitation, all evaluation factors other than cost or price when combine are significantly more important than cost or price. Refer to FAR 52.212-2 in the attached Additional Solicitation Provisions and Clauses for the evaluation factors and their relative importance. A pre-proposal conference, including an organized site visit, will be conducted at EPA-RTP facilities at 1:00 p.m. local time on Thursday, March 12, 2020 (Refer to Local Provisions EPA-L-15-101 Preproposal Conference in the attached Additional Solicitation Provisions and Clauses for details). Attendees shall register in writing through the Contract Specialist identified below in order to attend the conference/site visit. Registration will be accepted until Monday, March 9, 2020. Requests to attend the conference/site visit after this date may not be honored. This is an open-market combined synopsis/solicitation for the services as defined herein. The government intends to award a contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein and in the attached Additional Solicitation Provisions and Clauses. The response is due on 04/02/2020 at 10:00 a.m. Local Time.
