- NOTE: The due date has been extended from March 6, 2020 to March 13, 2020 at 5:00PM Eastern time. This is a combined synopsis and solicitation for commercial educational services prepared in accordance with the format in Federal Acquisition Regulation FAR 13.5 and FAR 16.503, as supplemented with additional information included in this notice. As a result of this solicitation, seven (7) firm fixed priced requirements contracts will be issued IAW FAR 16.503. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. The North American Industry Classification System (NAICS) Code is 611430. The business size standard is $12M. This acquisition is Unrestricted (no set-aside). The awards made will be firm-fixed price contracts. The Defense Contract Audit Agency (DCAA) has a requirement for the Director�s Development Program in Leadership (DDPL) program. The DDPL requirement includes accommodations/meals, faculty instruction, classroom facilities to support seven separate executive education leadership courses of instruction (Vision, Partnering, Strategic Thinking, External Awareness, Political Savvy, Global Perspective, and Entrepreneurship) through the use of pre-existing open enrollment courses. The award contracts will all consist of a Base Year with four Option years. This requirement is in support of DCAA at Fort Belvoir, VA. Request for Quote / SP4703-20-Q-0028 The Department of Defense (DoD) Civilian Leader Development Framework and Continuum (DoDI 1430.16) establishes the blueprint for the deliberate development of DoD civilian leaders. It is DoD�s policy that a diverse cadre of highly capable, high-performing, and results-oriented civilian leaders be developed and sustained to lead effectively in increasingly complex environments, ensure continuity of leadership, and maintain a learning organization that drives transformation and continuous improvement across the enterprise. To lead in today�s dynamic, global, multi-generational environment, Agency leaders must be able to articulate clear purpose and organizational values, create a shared vision, apply diplomacy, and build organizational teamwork. The DDPL program requires a base with four-one year option periods to facilitate advanced scheduling, de-confliction of out-year events, cohort organizational integration, and consistent course compatibility between reoccurring cohort class curriculums. Below are the 10-Leadership Competencies DDPL focuses on, in accordance with DoDI 1430.16, aligned to a specific Educational Institution/DoD Senior Service College/DoD Graduate University: Educational Institutions (7): Vision: External Awareness: Strategic Thinking: Political Savvy: Global Perspective: Partnering: Entrepreneurship: Cohort Size: 25-40 participants. Estimated quantity: 2 Cohorts per year New Contract Objectives: The Offeror(s) selected shall be able to educate a second cohort in the base and option years, and minimize overlap between active cohorts within the same fiscal year (FY). Period of Performance (POP): Base Year: 22 September 2020 � 21 September 2021 Option Year 1: 22 September 2021 � 21 September 2022 Option Year 2: 22 September 2022 � 21 September 2023 Option Year 3: 22 September 2023 � 21 September 2024 Option Year 4: 22 September 2024 � 21 September 2025 Price Submission Shall Be Completed via Schedule B. SEE ATTACHED PWS for further information Questions and Answers: Q: Is the column labeled, ""Cohort 1 25-40 Students"" intended to be the per person price? Should bidders assume a cohort size of 40 students? A: Yes, that column should list the price per student, assuming a cohort size of 40 students. If you have different pricing for fewer students, please also include that pricing in your quote. If the cohort happens to be fewer than 40 students, the alternate pricing will be used. Q:� In the 2017 RFQ, there were very specific requirements regarding response submission standards and process (hard copy, number of duplicate copes, etc.). It is important to me that we submit the complete information in the format that makes is easiest for you to review. In the current RFQ, an �approved template� is referenced. However, other than the pricing template, I don�t see a link or statement to either a formal template for the narrative portion of the response � or specific requirements for submission standards. A: The prior RFQ was completed using a formal source selection. This project will be evaluated and awarded using simplified commercial acquisitions procedures. What this means is that we will not require the strict criteria you experienced from the prior RFQ.
