- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP $3K to $150K VHAPM Part 813.106 Original Date: 08/30/17 Page 1 of 2 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($3K to $150K) Acquisition Plan Action ID: 36C260-20-AP-0429 Contracting Activity: Department of Veterans Affairs, VISN 20 Roseburg VA Medical Center 653 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Due to a VISN AWE finding, we are required to relocate the Biomed Telemetry servers from the fourth floor to the first-floor data center. Additional switches are required to relocate Philips Telemetry servers to new location. Estimated cost is: $22,000.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The existing Philips Telemetry Systems, hardware and software is proprietary, managed and maintained by Philips so Philips is the only vendor that can add/modify the switches and relocate servers to the new location. Philips Healthcare f/k/a Philips Electronics North America Corporation is the original manufacturer of the Monitoring System that currently resides at the VA Roseburg Health Care System. Because Philips is the original equipment manufacturer Philips can upgrade the hardware and software accordingly and perform equipment relocations. Philips requires that only certified parts be used that can meet our original equipment manufacturers specifications. For this reason, no other vendor would be able to perform this equipment upgrade/relocation. Description of market research conducted and results or statement why it was not conducted: The contracting office conducted market research through GSA, FPDS, VETBIZ, SAM, SAC, sources sought notice to VIP vendors found under NAICS code 238210 (email), and OEM correspondence (phone, email). All Market Research indicated the Philips is the sole source for this requirement. Contracting Officer's Certification: The statutory authority for restricting competition under SAP, or Single Sourcing, for acquisitions not greater than $150,000 or Simplified Acquisition Threshold (SAT) is 41 U.S.C. 1901), as implemented by FAR 13.106-1(b)(1). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3.
