- PROJECT LOCATION: U.S. Fish & Wildlife Service, Region 3, Pendills Creek National Fish Hatchery, Chippewa County, Michigan ESTIMATED MAGNITUDE: The magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000 and $5,000,000. SOCIOECONOMIC PROGRAMS: This procurement is set-aside exclusively for Small Business concerns without further socio-economic set aside in accordance with FAR 19.203(c). Market research did not identify at least two (2) firms from any specific socio-economic category of similar complexity and magnitude; therefore, the Contracting Officer has made the reasonable determination that the procurement shall be set aside for all small businesses under the North American Industry Classification Code (NAICS) is 237110, Water & Sewer Line & Related Structures Construction, with a size standard of $39.5 million. The Solicitation Package will be available via electronic commerce on fbo.gov and fedconnect.net on or about March 20, 2020 with a Bid Opening occurring on or about April 21, 2020. The Solicitation Package will include the following: An itemized Bid Schedule, Scope of Work, Drawings, and Prevailing Wage Determination and Bid Bond Form. Please ensure you have a complete downloaded Solicitation Package before submitting your Bid. It is the Contractor's responsibility to ensure that they receive all appropriate solicitation documents to submit a competitive Bid. PROJECT CONSISTS OF: This work includes, but is not limited to: replace the existing influent water pipeline at the Pendills Creek National Fish Hatchery. The existing pipeline is old and is in need of replacement. At the same time, the FWS would like to make additional improvements as shown on the drawings and as specified. The contractor shall furnish all materials, labor, and equipment for the work described below. Work includes but is not limited to: 1. Construction of a new 24"" influent pipeline from the existing traveling screen building up to the Videon's creek intake structure. 2. Construction of a new 18"" influent pipeline from the Videon's creek intake structure Up to the Pendills Creek intake structure. 3. Construction of an addition to the existing intake structure at Videon's creek. Also, including the replacement of the existing structure screens and railings. 4. Construction of a new intake structure at Pendills creek. Also, including the replacement of the existing screen structure, screens, railings, and walking surfaces. 5. Construction of new valves, gates, and concrete manholes. 6. Clearing and removal of trees and vegetation to allow for the construction of the pipeline and intake structures. 7. Reconstruction of existing roadways disturbed during construction. 8. Other miscellaneous items as shown on the drawings and as required by the specifications. 9. Additive #1: The reconstruction of the backwash holding pond including sheet pile retaining wall, concrete floor, outfall structure, emergency bypass piping and associated grading, valves, and fencing. 10. Additive #2: The construction of the unfiltered hatchery supply piping including valves and manhole connections. Special Note: The existing water inlet structures and pipeline to the hatchery are not to be removed with this project. The new pipeline and structures shall provide for a second pipeline for the hatchery. The water to the hatchery can be shut-off from May 1st 2020 until September 1, 2020. Piping and structure connections that require the flow to the hatchery to be stopped must be completed before Sept. 1, 2020. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Site visit details will be provided when the full solicitation package is available.
