Description
Introduction: This is a Small Business Sources Sought notice (SBSS). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether there are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Govenrment in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Project Description and Requirements: The purpose of this project is to administer and coordinate a preventive medicine and primary care residency rotation program to assist AHRQ in providing scientific and dissemination support to the U.S. Preventive Services Task Force.� Residents training in preventive medicine and primary care provide a unique perspective that can contribute greatly to AHRQ�s scientific and dissemination support to the USPSTF. These residents actively train and practice in clinical settings where USPSTF recommendations are being implemented. They also receive specialized training in public health which enables them to apply population health strategies to clinical preventive medicine that is necessary for supporting dissemination of USPSTF materials.� Residents will work closely with AHRQ staff on a variety of activities, including, but not limited to: contributing to literature reviews of clinical preventive services (CPS) topics; researching information on the epidemiology and burden of preventable conditions addressed by the CPS topics; reviewing and editing evidence-based reviews of CPS prepared by AHRQ Evidence-Based Practice Centers (EPCs), including research plans; reviewing and summarizing public comments on draft USPSTF recommendations; researching the positions of other organizations on relevant CPS topics; reviewing and editing USPSTF recommendations and rationale statements; and developing summaries of how USPSTF recommendations may be implemented in primary care practice for both clinicians and consumers, and developing materials that assist with the dissemination and implementation of USPSTF recommendations.��� Rotational opportunities will be offered by AHRQ on an annual basis to align with the academic calendar (e.g., July 1 through June 30) to Preventive Medicine and Primary Care residents which may include the specialties of preventive medicine, internal medicine, family medicine, pediatrics, and obstetrics and gynecology.�� AHRQ will host approximately 6 residents a year. Individual resident rotations last from 2-3 months.� Rotations less than 2 months will be permitted in rare circumstances and on a case by case basis.� The rotations must be staggered throughout the 12-month academic school year.� Due to space constraints, no more than 2 residents may rotate with AHRQ at the same time.� The specific objectives of the contract are to administer, implement, manage, coordinate and monitor a preventive medicine and primary care resident rotation program to assist AHRQ in supporting the USPSTF. Additionally, an important objective will be to update existing materials and develop new training materials that synthesizes the unique clinical and population health skill set of preventive medicine residents with the specific activities they will be performing at AHRQ to assist with providing scientific and dissemination support to the USPSTF. Anticipated Period of Performance: This requirement is for a 12 month base period with four, 12 month option periods. The requirement is anticipated to begin on or about September 2020. Other Important Considerations: Respondents must have the existing infrastructure and relationships in place to comply with the schedule and requirements discussed above. Information Sought: The tailored response to this Small Business Sources Sought notice should describe the requested information below. Respondents must provide, as part of their response, information concerning: Staff expertise, including their availability, experience, and formal and other training; specifically: Knowledge and experience with preventive medicine training requirements and skills. Experience developing curriculum in preventive medicine and the ability to translate preventive medicine skills into USPSTF program specific training materials. 2. Current in-house capability and capacity to perform the work; 3. Corporate experience and management capability; specifically: The ability to robustly network directly with preventive medicine residency and primary care residency programs and promote the rotation. The administrative knowledge and ability to meet both government (AHRQ) requirements and individual preventive medicine residency institution requirements for appropriate placement of a resident at AHRQ. 4. Prior completed projects of similar size; 5. Examples of prior completed Government contracts, references, and other related information. Contractors must describe their capacity and experience as it relates to the project requirements, anticipated period of performance and other important considerations described above. All Capability Statements sent in response to this SMALL BUSINESS SOURCES SOUGHT notice must be submitted electronically (via e-mail) to Brittney Parker, Contract Specialist, Brittney.Parker@ahrq.hhs.gov in MS Word, or Adobe Portable Document Format (PDF), no later than 1:00 PM on March 20, 2020 . Responses should not exceed 15 single-sided pages (including �the cover page, all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation will be published in beta System for Award Management (SAM). However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
