IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Introduction: The United States Department of Justice, Federal Bureau of Investigation, is requesting information and conducting research by process of Request for Information (RFI) in the area of creation, generation, compliance, assembly & preparation of complex written documents. Background: The United States Department of Justice, Federal Bureau of Investigation, and Special Agents are responsible for obtaining legal process to obtain evidence of criminal violations. Evidence of a crime can include contraband, fruits of crime, or other items illegally possessed, property designed for use, intended for use, or used in committing a crime. Search warrants and court orders may also authorize the seizure of electronic storage media or the seizure or copying of electronically stored information. Court orders are also frequently obtained for the interception or seizure of wire, oral, and electronic communications. This legal process typically takes the form of Rule 41 search warrants, 18 U.S. Code 2703 court orders, or a wiretaps pursuant to Title III of the Electronic Communications Privacy Act of 1986 (ECPA), 18 U.S.C. �� 2510-2523, which requires Federal, state and, other government officials to obtain judicial authorization for intercepting ""wire, oral, and electronic"" communications such as telephone conversations and e-mail. Legal process in the form of 18 U.S. Code 2703 orders can also compel, for example, a cellular telephone service provider to turn over, in real time, records showing the cell-site location information for calls made from a subscriber�s cell phone. Common types of search warrants are for physical property, vehicles, electronic devices, server providers and email and social media accounts. Common types of T-III court orders are for intercepts of cellular phones, land lines, email accounts, and social media accounts. The most common types of 2703d orders are served on cell phone providers and email provisioners. A typical search warrant application and affidavit, with corresponding attachments, could span 10-25 pages. A typical T-III affidavit and application could span 50-100 pages. These warrants consist of an affidavit articulating the probable cause supporting the warrant and an attachment describing the items to be seized or intercepted. Agents work closely with United States Attorney�s Office to write the affidavits and obtain the court orders. These applications and affidavits contain sensitive unclassified law enforcement and source information. Although containing unclassified information, these affidavits are composed on a variety of computer devices, to include computers on the FBIs classified network, computers on the FBIs unclassified network, and unclassified computers not connected to the FBI�s secret or unclassified enclaves. Because of the multi-variable complexity of the affidavits, a documenting generating, training, and formatting tool would increase the accuracy, legal precision and efficiency of agents drafting the above-described legal process. Objectives: This RFI is intended to help the agency make informed acquisition decisions to the following: Evaluate the current market offerings and the best suited technology for current and future investigative needs; Identify the needs of the users and risk/benefits of solutions; Identify and mitigate any potential barriers to competition, and Determine industry data and information needs to support proposal preparations. The agency objective is to acquire a new software technology from an established provider with an existing enterprise offering that can meet the following: Offering state-of-the-art technology and user interface for document and template generation software to aid in the drafting of legal affidavits. Facilitating the requirements of a document generation tool which can leverage a variety of source material from different data sets, to include federal statues, legal guidance, standard template language, and provider information; Utilizing machine learning capability to provide appropriate technical and legal guidance to the user; Executing performance excellence in customer support, technological advancements, comprehensive analytics, and providing solutions that will add significant value and cost effectiveness; Supporting agency deadlines and faster solution development to meet the complex needs of the agency; Required Submittal Information Requested: Capabilities and Qualifications: Describe the name of all your company�s operations; What differentiates your product from its competition; Describe the methodology used to measure your company�s performance standards and quality assurance; Describe how client complaints and issues are addressed and resolved; Does your company have the resources to support a large enterprise agency, and Does the solution support multiple users working in the same file at the same time? Will your software work in an unclassified FBI cloud environment? Will your software work in a classified SECRET level FBI enclave with no connectivity to the unclassified internet? Will all data inputted into the product only be assessible by the FBI and not stored on servers belong to your company? Multiple Databases and Customer Customization Can your solution store, access, and use information from multiple databases, to include hundreds of templates, the Federal Criminal Code, and legal guidance? Can your solution allow for the storage in a secure environment of customizable information, data, and verbiage only available and accessible to individual users and user groups? Does your solution allow for the storage of working drafts of documents? Will your solution be capable of navigating complex multi-variable decision trees with a variety of options? Can your solution store a library of affidavits with an automated redaction function and a search capability? Will your solution allow for rich text editing? Compliance Will your solutions be capable of detecting inconsistencies and errors in information and provide alerts to the user? Will your product include a search and grammar review and correction tool? Will your product allow for legal guidance to be provided for any question or topic included in the templates? Will your product allow for users to provide feedback? How can users verify the accuracy and completeness of data outputs? Physical and Access Security: Does your solution have an �off-line� version? Or is it a web/cloud based program? Does your solution process the data locally within the agency environment? Will your organization provide all information required by the agency�s security components to certify and accredit its use? What certifications does your organization have? If web based, does your product allow for secure multi-factor sign in? User Interface and content modification flexibility Will your product allow for a final product to be generated in an editable Microsoft WORD Format? Will your product allow for the import of data, to include spreadsheets, written reports, tables and charts composed using Microsoft products? Will your product include a tool to synthesize criminal histories into a prose format? Will your product be able to take input from the user in the form of federal statues, subject names, phone numbers, email address? Will your product have a visually stimulating user interface which requires minimal training to operate Does the solution support multiple users working in the same file at the same time? Will your solution allow for multiple users to collaborate on a document and track changes and input? Will your solution allow for a log tracking views and modifications made to a document? Will your product allow information to be saved and stored by users and available in drop down menus to be used in future affidavits? Will your product allow for analytics of phone numbers from uploaded records to show calling patterns, frequently called numbers, numbers in common, and convert the data into a prose format? Metrics and Machine Learning Will your solution allow for the collection of metrics concerning types of affidavits written, length of time users spend on affidavits, and other performance metrics? Client Service and Support: What type of client support/help desk access is included with your software? How is client help and support handled? What services are available with the solutions? What type of training is provided with your solution, in-house or remote? Submittal Information: It is requested that interested businesses submit to the Contracting Office a brief capabilities package using Word, Excel or PDF searchable format 8 � * 11 page size, no more than 20 pages in length, single spaced, 12 point font,� one-inch margins, Times New Roman Font, demonstrating ability to meet the FBI�s requirements. The documentation must address, at a minimum, the following: Company Name, Company Address, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address Company profile to include number of employees, annual revenue history, office location(s), CAGE Code, DUNS number, and a statement regarding current small/large business status Qualifications, if applicable, as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern System for Award Management (SAM) registered NAICS codes If the vendor is a small business, an explanation of the vendor�s ability to perform at least 51% of the tasking described in this SOW The type of work the vendor has performed in the past in support of the same or similar requirement to include the type of contract and method of contracting (GSA, GWAC, other contracting vehicle) Vendor participation in any Government-wide Acquisition Contracts (GWAC) or General Services Administration (GSA) schedules which may be utilized for the contract The specific technical skills the vendor possesses which ensures capability to meet the objectives and requirements� In addition to the above, the vendor shall provide pricing information related to product(s) and any licensing or ancillary costs for add-ons for the solution referenced in the capability package.� This pricing is for market research only and will not be evaluated.� The pricing provided shall be marked as vendor proprietary and sensitive and contained to one page for reference. The capability package shall be sent via email to hlwilliams2@fbi.gov.� Submissions must be received no later than 5pm Eastern Standard Time on March 31, 2020. Questions or comments regarding this notice may be addressed to Contracting Officer (CO) Harriett Williams via email hlwilliams2@fbi.gov.� No phone calls will be accepted in regards to this RFI.� Feedback in regards to RFI responses will not be provided. This RFI is for planning purposes only and shall not be considered as a request for proposal or an obligation on the part of the FBI to acquire and products or services.� No entitlement to payment of direct or indirect costs or charges by the FBI will arise as a result of contractor submission of responses to this RFI or the FBI�s use of such information.� The FBI reserves the right to reject, in whole or in part, any contractor�s input resulting from this RFI.� Responses to this RFI will not be returned.� The FBI may request demonstrations or request to test products after the review of proposals are completed and it is determined that the Vendor met Section 2 (a-f), Section 3 (a-e), and Section 5 (a-i).� All questions regarding the RFI shall be in writing prior to submission date.� The cost of responding to this RFI shall be exclusively borne by the contractor and no costs will be reimbursed by the FBI.
