Description
Technology Call for the 2021 Maneuver Support, Sustainment, and Protection Integration Experiments (MSSPIX 21). 1. Background. The Maneuver Support, Sustainment, & Protection Integrated Experiment (MSSPIX) campaign of experimentation follows the ARCIC Live Prototype Assessment (ALPA) guidance. MSSPIX provides a centralized experimentation and analysis process for technologies which provide desired capabilities, verifies critical operational data and makes recommendations for further development and additional improvements based on the analysis. These experiments will inform future capability requirements in support of MultiDomain Operations (MDO) that will directly align with the Army Modernization Priorities and each supporting Cross-Functional Teams. The ALPA effort offers four ARCIC Live Experimentation (ALE) venues, Army Expeditionary Warrior Experiment (AEWE), Maneuver Fires Integrated Experiment (MFIX), Cyber Quest (CQ) and MSSPIX. These venues are described in Appendix H as a means to help guide proposed technologies to the most appropriate venue. 2. Intent. In accordance with the ALPA FY19/20/21 Planning Guidance, the Maneuver Support Center of Excellence (MSCoE) and Sustainment Center of Excellence (SCoE) will host MSSPIX 2021 to examine Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) capabilities and concepts designed to address experiment objectives for Maneuver Support, Sustainment and Protection. Defeating capable enemies in the future requires Army maneuver forces enabled by Maneuver Support and Sustainment equities in all five domains - Land, Air, Cyberspace, Space and Maritime. 3. Timeline. The milestones for MSSPIX 2021 Technology Selection are outlined below. All dates are projected and may shift. a. 29�May 2020: Technology submissions due. b.�1-23�June 2020:�Technology submissions reviewed. c.�31 July 2020: Technology selection results released. d. September 2021: MSSPIX21 Execution e. December 2021: Deliverable Products Development 4. Experiment Objectives. A list of Experiment Objectives follows. �See enclosure 1 & 3 for more information regarding desired capabilities associated with each experiment objectives. Objective 1: Assess potential material and non-material opportunities to better enable Maneuver Support and Protection contributions to Multi Domain Operations (MDO) Capable Army by 2028: Better mitigate the effects of hazards, obstacles and gaps on forces executing MDO. Better shape the operating environment to enable MDO by influencing adversarial forces and local populations. Provide enhanced operational protection and security capabilities to MDO forces. Included under this is spectrum obfuscation and Cyberspace Electromagnetic Activities (CEMA) decoys and spectrum signature understanding, both of which support the Network CFT. Objective 2: Assess potential material and non-material opportunities to better enable Sustainment contributions to MDO Capable Army by 2028: Deliver materials autonomously to forward, widely dispersed units while minimizing Soldier risk and increasing our ability to provide materials forward to extend operational reach and prolong endurance. Provide a water source that improves our ability to supply water, reduces our storage requirements, and/or meets the demand at the point of need to extend operational endurance. Produce supplies or materials at the point of need, while improving reliability, reducing transportation requirements, and/or improving order fulfillment. Provide a source of power that reduces demand, improves access, and/or reduces our logistical footprint to extend operational reach and prolong endurance. Improve data sharing and asset visibility through a comprehensive Common Operating Picture (COP), access to information, and anticipate sustainment and maintenance requirements. Objective 3: Better enable MDO forces to understand the operational environment. This includes application of the Synthetic Training Environments (STE) to prepare maneuver support, sustainment, and protection forces for MDO (linkage to STE CFT). Objective 4: Assess potential application of robotic/ autonomous systems and artificial intelligence to better enable Maneuver Support, Sustainment and Protection contributions to MDO Capable Army by 2028.Included under this objective are edge processing for Artificial Intelligence/Machine Learning (AI/ML) and block chain and the prioritization data analytics. Both of these efforts supports the Network CFT. Objective 5: Assess the validity of reasonably mature Operational and Organizational (O&O) Concepts that enable MDO Capable and Ready force development for Maneuver Support, Sustainment and Protection formations. 5. Technology Selection Process. a. All proposals must be submitted electronically NLT 29 May 2020 to usarmy.leonardwood.mscoe.mbx.msspix@mail.mil. See the MSSPIX 2021 Submitter�s Guide, at Appendix C, for detailed instructions on how to submit a technology proposal. b. All received proposals will be socialized with potential sponsoring organizations Responding organizations will be asked to rate each proposal on a three tier scale as defined below: Tier 1: No additional briefings are required or requested. The proposed technology directly addresses modernization learning within our organization. We will provide a sponsor to help shape the inclusion of the technology in MSSPIX. Tier 2: Briefing required to further understanding of the technology and how it can help modernize the Army. The organization agrees to participate in a technology selection meeting tentatively scheduled for 24 June 2020. �Tier 3: The technology is well-understood and it does not support modernization strategy. No additional briefings are requested or required. Do not select. c.� The technology selection committee will assess all Tier II submissions during the MSSPIX 2021 Technology Selection Panel at Fort Lee, VA and Fort Leonard Wood, MO, on/about 24 June 2020. Tier II briefings will consist of a 20 minute verbal presentation using the submitted quad charts. Use of video is allowed during this presentation. The presentation will be followed by 10 minutes for questions. Technology providers can opt to brief in-person, at either Fort Lee or Fort Leonard Wood, or via phone. No preference is extended based on either option. d.� Selected technologies will have a Center of Excellence sponsor who has reviewed the provided documents and has expressed a desire to learn from live experimentation with the technology for the purpose of addressing a modernization strategy. Sponsors are responsible for developing basic experiment study issues for technologies, helping to shape how technologies are utilized during the experiment, �and informing planners how the learning will be used. e. Candidate technology participation must be funded by the proposing organization (government or industry). Technology providers will pay all costs associated with inclusion of technologies in MSSPIX. Some potential costs include developing a capability, transportation, training, and sustaining selected technologies during the experiment period. Additionally, technology providers are responsible for covering any costs associated with securing a safety release and/or spectrum approval. 6. Submission Instructions. Submissions for MSSPIX 2021 must follow the procedures outlined in enclosure 3. 7. Submission Point of Contact.
