Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Lumerical Computational Solutions, Inc., under the authority of FAR Part 13.106-1(b), for the procurement of a Software License Renewal to be used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire a Bronze Tier Non-Commercial Site Software License Renewal for to design and analyze a variety of electromagnetic structures, including metamaterials, plasmonic geometries, and nanophotonic devices incorporating single quantum emitters. The FDTD software is installed throughout PML computers and is currently in use by over 100 scientific and technical staff.� The licenses are in constant uses for ongoing research programs and NIST requires renewal of existing software licenses to ensure continuity and compatibility of existing files used in ongoing research programs. The software is proprietary and only available from Lumerical Computational Solutions, Inc. The requirement consists of the Lumerical Bronze Tier Non-Commercial Site License, part number BSIT-TRUF-NSI.� The site license includes five (5) FDTD Solutions, MODE Solutions, DEVICE CT, DEVICE HT, DEVICE DGTD and INTERCONNECT; and 10 Engines for FDTD Solutions and MODE Solutions.� As well as, five (5) FDTD Solutions licenses, part number FDTDNC-TRUF-NSI, which includes one each of: Integrated Design Environment; and FDTD (2D, 3D) Simulators. ***** The North American Industry Classification System (NAICS) code for this acquisition 511210 � Software Publishers, with a size standard of $38.5 Million. ��� ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued.� This notice of intent is not a request for quotations.� Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
