Description
N66001-20-Q-6275 � Notice of Intent to Award Sole Source to Colorado School of Mines This synopsis is hereby issued in accordance with FAR 5.201. The purpose of this synopsis is to announce the Department of the Navy, Naval Information Warfare Center Pacific's intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis with Colorado School of Mines CAGE: 4B476) of 1500 Illinois St., Golden, CO., 80401- 1887. The requirement is for one (1) year data subscription of the Visible Infrared Imaging Radiometer Suite (VIIRS) Boat Detection data to support the Maritime Security Initiative for the U.S. and five countries (Indonesia, Malaysia, Philippines, Thailand, and Vietnam). The VIIRS Boat Detection data picks up the presence of vessels using lights to attract catch or to conduct operations at night. The vendor must have access to data provided from the Suomi National Polar-Orbiting Partnership (Suomi NPP) spacecraft in able to provide the following outputs: data provided in tabular csv and kmz format, daily files produced based on Coordinated Universal Time (UTC), and access to password protected directories containing the nightly VIIRS Boat Detection data. The Government intends to negotiation solely with Colorado School of Mines under the authority of FAR 13.106-1(b), Only Capable Source. FAR Part 13, Simplified Acquisition Procedures, applies. The applicable NAICS Code is 519130 and the business size standard is 1,000 employees. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This is not a request for competitive quotes; however, any responsible source believing that it can fulfill the requirements may submit a quote which shall be considered by the agency. Comments, questions or concerns regarding this notice or required for solicitation may be submitted via e-mail ONLY to Ciara Allison at ciara.allison@navy.mil by 10 March 2020. All responses received before said date will be considered by the Government for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
