This Request for Information (RFI) conducted by the National Science Foundation and is for market research purposes only; therefore, no solicitation is available at this time. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. This is not a solicitation for quotes.� Your response will not be considered an offer.� No reimbursements will be made for any costs associated with providing information in response to the Sources Sought or any follow-up information request. The National Science Foundation is seeking to identify potential sources, market capabilities, and market conditions for the charter of an ice-capable, self-sustaining 2100-3000 TEU capacity cargo vessel, capable of unassisted docking, in accordance with the Market Survey specifications identified below. MARKET SURVEY ****** THIS IS A MARKET SURVEY CONDUCTED BY THE NATIONAL SCIENCE FOUNDATION. IT IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE WILL NOT BE CONSIDERED AN OFFER.� THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN THE PREPARATION OR SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES.� ****** NSF requests information about the price and availability of U.S. or foreign-flag, self-sustaining, Lift-On/Lift-Off (LO/LO) vessels capable of unassisted docking. The Government contemplates using one vessel. AREA OF OPERATIONS: Operations shall be conducted in Port Hueneme, CA, Lyttelton, NZ, and McMurdo Sound, Antarctica. LAYDAYS: The layday commences and cancels 18 December 2020. � DELIVERY PORT: Port Hueneme, CA REDELIVERY PORT: Port Hueneme, CA CHARTER PERIOD: About 120 days THE VESSEL SHALL HAVE THE FOLLOWING MINIMUM CHARACTERISTICS: FLAG: U.S. or foreign-flag CLASSIFICATION: One (1) �ice-capable, self-sustaining, 2100-3000 TEU capacity LO/LO vessels DECK EQUIPMENT: Minimum of two (2) shipboard cranes with 300 metric ton (MT) (per crane) lifting capacity One (1) 20-foot spreader bar weight tested to 40,000 pounds One (1) 40-foot spreader bar weight tested to 70,000 pounds MAXIMUM LOA: 550 feet MAXIMUM LADEN DRAFT: 28 feet MINIMUM TWEEN DECK HEIGHT: 9 feet MINIMUM TANK TOP DECK HEIGHT: 12 feet TRANSIT SPEED: Minimum of 15 knots when laden VESSEL ENDURANCE: 120 days per charter CREW REQUIREMENTS: All crew must be properly documented for marine employment Ice pilot is required to be onboard, will embark and debark Lyttelton, NZ. Operator will hire ice pilot on reimbursable basis. Accommodations for three supercargo READINESS: Vessel must arrive fully bunkered for mission VESSEL DECK SPACE: 20,000 cubic feet of below-deck breakbulk TEU capacity of between 2100-3000 Maximum stack of three containers high on deck HAZARD CLASS: Ability to carry Hazard Class 1 (all divisions) MINIMUM RANGE: 10,000 nautical miles unrefueled MINIMUM ICE CLASS: GL-E2, ABS-B0, F-S-1B, or equivalent MINIMUM REEFER PLUGS: Fifty (50) reefer plugs (230V/60HZ/3 phase) DOCKING: Must be capable of docking without tugboat assistance REGULATIONS: Must meet all MARPOL regulations ******************************************************** �Interested parties are requested to provide the following information: a. Name and complete description of the vessel b. Daily charter rate and any delivery/redelivery bonus c. Daily fuel consumption rate, in metric tons (both underway and in-port working) d. Number of supercargo each vessel can accommodate e. Business size f. Large businesses are requested to provide details regarding possible subcontracting opportunities g. Any other pertinent questions or comments The Federal Acquisition Regulation (FAR) of 19.102 establishes the small business size standard for this type of water transportation service as NACIS �483111� with small business size limitation of 500 employees.
