- Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 04 (NCO 04), intends to negotiate on a sole source basis with Document Storage Systems, Inc. (DSS, Inc.), 12575 US Hwy 1 Ste 200, Juno Beach, FL, 33408-2478, in accordance with FAR 8.405-6. All nine Veterans Integrated Service Network 04 (VISN04) medical centers currently utilize the DSS Inc. Consult Tracking Manager (CTM). The CTM provides an instant, up-to-date dashboard view of the status of all patient consults in a clinical environment. This software application shows all actions required by a user s role, and when a task is complete, it automatically moves through a queue and displays on the next person s task list as an open item. The government intends to negotiate on a sole source basis with DSS, Inc. to procure the CTM Plus edition, which expands the functionality of CTM to extend usage into community care and PACT workflows by the addition of the following features: additional community care filters and grid support, age from CID filters, Return to Clinic Order (RTC) grid and filters, re-engineered custom groups, custom label assignment. Any web-based software solution to meet this requirement must include current VA Technical Reference Model approval to interface with the Veterans Health Information Systems and Technology Architecture (VistA). This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contract Specialist no later than 03/12/2020 at 1:00 PM EDT. ALL responses must be sent by email to the Contract Specialist, Thomas Cossentino, at thomas.cossentino@va.gov. Responses must include ISS 36C24420Q0378 in the subject line. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 541511.
