- Description
- Pursuant to FAR 13.106-1(b), the Department of Commerce, Enterprise Services Office of Acquisition intends to issue a sole source purchase order on behalf of International Trade Administration (ITA), Office of Trade Policy and Analysis (TP&A) to Horizon Advisory to acquire a standalone targeted report on technology transfer. The proposed analysis of China�s strategy and program for transferring technology from the United States will draw on Horizon Advisory�s unparalleled primary source perspective to document China�s priority fields and mechanisms for technology transfer; also, to project forward � based on a back-tested ability to identify Beijing�s evolving industrial priorities � key risks to US industrial capacity in case studies of the most critical, emerging Economic and Security fields. The analysis will address several key objectives, including: Documenting the industries prioritized by China�s technology transfer program, Estimating the impact on US industry of China�s technology transfer program in priority fields, Estimating the scope of inbound Chinese technology transfer to the US, An assessment of the balance � a deficit or surplus � of US-China technology transfer, and Projecting forward � based on a back-tested, transparent methodology � those targets of China�s technology transfer program with the most critical implications, both Economic and Security, for the US-China technology competition. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms� capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
