PRE-SOLICITATION NOTICE Solicitation No.� 19GE5020R0038 The Regional Procurement Support Office (RPSO) at the American Consulate General, Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: VEHICLE RENTAL WITH AND WITHOUT DRIVERS FOR US MISSION GERMANY Solicitation Number 19GE50-20-R-0038 The solicitation will result in the award of an Indefinite Delivery � Indefinite Quantity type contract issued around June/July 2020. The Regional Procurement Support Office, (RPSO) Germany intends to issue a Request for Proposals (RFP) under full and open competition procedures for the rental of vehicles with and without drivers during various VIP visits of U.S. Government Officials to Germany. The Contractor shall provide passenger and equipment transportation services; vehicle rental, chauffeur and logistical services on a Germany wide basis with possible border crossings. Services shall include planning, administration and dissemination of all vehicles during the contract period as per instructions of individual task orders. The performance period will be for one year from contract award with two (2) option year periods.� Drivers will be required to be cleared by the Embassy Security Officer.� It is anticipated that the solicitation package will be issued on or before April 2020.� Contract award is anticipated in June/July 2020. Companies interested in the solicitation shall express their interest by written correspondence to the attention of Hartmut Christe at the above e-mail address, no later than March 24, 2020 using the solicitation number 19GE50-20-R-0038 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone Number, and Email Address of Point of Contact. The solicitation package/documents will not be placed on betasam.gov. Only companies submitting a letter of interest shall receive a copy of the solicitation package when it becomes available. A pre-proposal conference will be held in Frankfurt, Germany at the location specified in the solicitation. Time and date for the pre-proposal conference will be provided with the solicitation document. APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Germany, and the obligation to be in possession of a Value Added tax registration number. Contractors shall be required to provide: A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration; Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing, registration and applying for a Value Added Tax registration number; and Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.
