- THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service (NPS), Great Smoky Mountains NP (GRSM) will be contracting for a Sewer and Water System Improvement project, located at Chimney Picnic Area. The Chimneys Picnic Area is located on Highway 441 (Newfound Gap Road) approximately 3 miles southeast of the Sugarland�s Visitors Center in Gatlinburg, Tennessee. Sever County. This proposed acquisition will be 100% small business set-aside procurement. The NAICS code is 237110 Water and Sewer Line and Related Structures Construction and the size standard is $36.5 million. In accordance with FAR Subpart 36.204, the magnitude of this requirement is estimated between $250,000 and 400,000. The solicitation, plans, and specifications are expected to be posted on or about March 23, 2020 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by March 23, 2020 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days once posted. This is a Pre-solicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal to be considered by the Agency posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The contracting office will not provide hardcopies or email copies of the solicitation. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment. SYSTEM FOR AWARD MANAGEMENT (SAM): Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at https://www.sam.gov and enter all mandatory information into the system. Award cannot be made until the contractor has registered. Interested offerors are encouraged to ensure that they are registered in SAM prior to submitting their quote. THESE REGISTRATIONS WILL BE COMPLETED BEFORE TIME OF AWARD. NOTE: No additional information is available until the solicitation is released.
