- Montgomery Dam Gate and Control System Installation 2020 Synopsis The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for the installation of new dam lift gates and a new control system at Montgomery Locks and Dam, Ohio River, PA. This contract is a continuation of the three previous gate replacement contracts. The contract generally includes installation of the last two dam gates, new control/camera systems and other repairs to the dam.� The major features of the requirements are identified below: The overall contract scope of work requires the removal of existing dam Lift Gates 9 and 10 and associated components; Pier 9, Pier 10, and Pier 11 machinery house modifications; Pier 9, Pier 10, and Pier 11 track and sill modifications and miscellaneous concrete repairs; installation of new Government-Furnished dam Lift Gates 9 and 10, including associated lift chains and drive sprockets; repair and relubrication of the gate lifting equipment; installation of new roofs on all machinery houses; installation of new gate control and camera systems; cleaning and painting the existing bulkheads and perform Gate Track No. 3 repairs. The work is to be performed using the existing bulkheads stored at the project site.� Installation of the new Lift Gates involves heavy lifting of the main gate leaf, end trucks, and associated components from a floating crane.� All work will be performed form the contractors floating plant located downstream of the gates being replaced. Disposal of lift gates and associated parts, concrete rubble, and electrical equipment will be required. Ferrous and all other construction waste material will be disposed of at commercially permitted facilities licensed to accept waste or recyclable materials as applicable. Construction work will occur in close proximity to waterway traffic and operating lock and dam gates. The existing lock chambers are currently operated 24 hours a day, 7 days a week. The work shall be completed within 900 calendar days after written Notice to Proceed. The estimated cost of the proposed work is between $10,000,000.00 and $25,000,000.00. This acquisition will be will procured on an unrestricted basis using full and open competition. The resulting award will be for one (1) Firm-Fixed-Price (FFP).� All responsible bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 20 March 2020, online through beta.SAM (beta.sam.gov); therefore, requests for hardcopies of the solicitation will not be honored. Contractors MUST be registered in the System for Award Management (SAM) BEFORE SUBMITTING A BID ON THIS SOLICITATION (go to www.sam.gov to register). Please be aware that SAM requires a Notarized Statement as part of their registration and renewal process. This process could take more than ten (10) days. The NAICS for this procurement is 237990 �Other Heavy and Civil Engineering Construction� and the small business size standard is $39.5 Million.
