- EC-REPAIR ELEVATOR FOR BESSEMER DITCH PRE-SOLICITATION NOTICE The Bureau of Reclamation, Great Plains Region, intends to issue a Commercial Request for Quote (RFQ) to provide elevator rehab services at Pueblo Dam, located near Pueblo, Colorado in Pueblo County. The acquisition will be issued Total Small Business Set-Aside. The period of performance will be approximately 90 days. The simplified acquisition solicitation will be issued as a Best Value, Request for Quote (RFQ) on or about March 24, 2020. The minimum specifications to be met for the requirement is as follows: A. Inspection, refurbishment, and testing: 1. Conduct a complete survey and inspection of elevator controls and related equipment, structural components, and mechanical/electrical devices. Evaluate compliance with the latest edition of ASME A17.1/CSA B44, Safety Code for Elevators and Escalators. In addition: a. Verify that equipment functions as intended and identify source of excessive operational machinery noise. Recommend corrective items, if any, in addition to the refurbishments listed below. Include estimated costs to the Government to implement additional recommended items, including demolition and disposal of equipment. At the sole discretion of the Contracting Officer (CO), these recommendations may be incorporated into this contract via modification. b. Confirm existence of adequate emergency communication from the car to outside source rescue personnel. c. Provide detailed report of findings. 2. Refurbishments: a. Replace the existing car and counterweight guide shoes with heavy-duty, sound-reducing polyurethane-wheeled roller guide sets. b. Replace existing main drive sheave shaft and pillow-block bearings in-kind. c. Align all sheaves, shafts, and pillow block bearings to manufacturer-recommended tolerances. d. Service the governor assembly. Verify proper operation without excessive noise and vibration. e. Develop emergency car evacuation procedures and train Reclamation personnel. 3. Following refurbishment work, perform non-destructive testing (NDT) as required by the Code. B. Recommendations: 1. The Contractor shall submit additional recommended corrective items to the COR. The recommendations shall include the following information at a minimum: a. List of materials b. Estimated labor hours c. Estimated cost of parts d. Lead times e. Completion schedule The RFQ number for this order will be: 140R6020Q0024. The RFQ will be issued via the Beta Sam.Gov web page at https://beta.sam.gov and FedConnect at https://www.fedconnect.net. Send all requests via e-mail to RParra@usbr.gov. It is incumbent upon contractors to monitor the Beta Sam.Gov & FedConnect web pages for RFQ release and all subsequent amendments.
