Description
LEAVENWORTH NATIONAL FISH HATCHERY PILOT CIRCULAR TANK and SOLIDS HANDLING PROJECT Leavenworth, WA Leavenworth Circular Tank and Solids Handling Project - This announcement is to small business, 8(a) Small Business, HUBZone Small Business, Woman-Owned Small Business and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Columbia-Pacific Northwest Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 236220 and the related small business size standard is $39.5M. This notice is NOT a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $5,000,000 and $10,000,000. Work is located at Leavenworth National Fish Hatchery, 12790 Fish Hatchery Road, Leavenworth WA 98826. Interested parties should include the following information in their response: (a) Business name, address, DUNS#, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Brief capabilities statement that addresses experience performing similar projects as a prime contractor; and (d) Construction bonding level, aggregate and per contract. All interested parties are encouraged to respond to this notice, by e-mail to VKEEN@USBR.GOV not later than 12:00 PM MST on 03/17/2020. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. SYNOPSIS OF WORK The Department of Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region requires The Leavenworth National Fish Hatchery Pilot Circular Tank and Solids Handling construction. The principal components of the work to be performed include: A. The construction of a water supply and drain system that will connect to the existing Leavenworth National Fish Hatchery (Hatchery) infrastructure and provide required piping for the operation of a partial reuse aquaculture system (PRAS). Demolition of the northern bank of Small Foster Lucas Pond raceways is required to allow for the installation of two (2) circular tank PRAS. Each PRAS is comprised of two (2) 26-foot diameter by 7-foot high dual drain circular tanks, a carbon dioxide (CO2) stripper system, micro-screen drum filter, ultra-violet disinfection equipment, low head oxygenators (LHOs), submersible pumps, pump sump, and associated support equipment and piping. The solids handing equipment is comprised of micro-screen drum filters, a radial flow separator, solids pumping station, and construction of concrete evaporation ponds and associated support equipment and piping. The circular tank PRAS and solids handling facility will be enclosed in a pre-manufactured metal building. B. The installation of new raw water supply piping and ground water piping will be connected to existing water supplies located just outside (west side) of the existing hatchery building. Overflow drain pipes (clean effluent from PRAS) will connect to existing drain manholes. Effluent piping will be routed from the solids handling equipment to either the existing abatement ponds or to the solids handling evaporation ponds. Project completion is expected to be 269 calendar days after notice to proceed.
