Description
This is a SOURCES SOUGHT notice ONLY to gain knowledge of potential small businesses capable of performing in the specialized areas noted in this notice. �No award will be made from this Sources Sought notice. �No solicitation, specification, or drawings are available at this time; therefore DO NOT request copies of such. �Responses to this notice will be evaluated solely for the purpose of making a determination to set-aside this project for the small business community or to conduct an unrestricted procurement. �In the event it is determined by the Contracting Officer that adequate small business contractors are not available for competition for this project, it will be advertised as unrestricted. McEntire Joint National Guard Base (JNGB), Eastover, South Carolina is seeking information regarding capability and availability of potential business sources in support of a potential requirement for construction of force protection pop-up barriers in access road surface to include trenching, cabling and controls, connection to gatehouse, and pavements restoration. �The installation requires a properly sited and configured secondary gate/entry complex that meets all applicable Air Force security and force protection standards and requirements to protect assigned personnel, resources, and 24 PAA F-16 aircraft. �The entry complex requires a gate, with defensive barriers, properly sited within a controlled area of the base with a support facility capable of withstanding attack or ballistic impact by vehicle, small arms fire, or explosion. Morrell gate shack, fencing, pavements, lighting/AVB infrastructure, electrical conduit, electrical panels and canopy/pole light footings have all been installed in a previous constructed project. Current design will install force protection pop-up barriers in the access road surface to include trenching, cabling and controls, connection to gatehouse, and pavements restoration. �Install LED security pole lighting, wiring and controls. �Also, install PEMB canopy over both lanes on existing footing pedestals. Include site improvements, and drainage as necessary. In the event of a solicitation, we anticipate a negotiated firm fixed price award. �The period of performance is anticipated to be 17 July 2020 through 17 January 2021 in Eastover, SC. �The SCARNG is seeking qualified small business as defines in the Federal Acquisition Regulation (FAR) Part 19 that qualify under the North American Industry Classification System (NAICS) Code 236220 (Commercial and Institutional Building Construction, size standard $36.5 Million). All interested small business concerns are invited to respond to this Sources Sought announcement. �Please provide the following: 1) Respondents shall provide a list of relevant projects completed during the past three years, both for government and private industry that best demonstrates the company's experience relative to the types of work covered by this requirement. �Projects should be similar in size, scope, and complexity to this requirement. �This project is located on an active airfield. Respondents shall have experience working on an active airfield construction site and have familiarization with FAA and Air Force standards and regulations. �Type of project, dollar value, contract number, location, and POC are to be included. �Indicate if you were a prime or a subcontractor; and if subcontractor, provide name and point of contact for the prime contractor. 2) Respondents shall provide a brief outline of resources, subcontractors, and key personnel that would be used to accomplish this project. 3) Respondents shall provide its bonding capacity for both a single contract and aggregate capacity. �Must be registered in System for Award Management (SAM), which can be accessed as follows: https://www.sam.gov/portal/public/SAM/ with the socio economic status identified and the NAICS code specified in this sources sought announcement. �If the contractor's SAM record does not include this project's NAICS code, the firm will not be considered. �Respondents will NOT be notified of the evaluation results of this sources sought announcement. �All proprietary information not to be disseminated in Government documents must be clearly identified. �Provide type of small business concern, for example: 8(a), HUBzone, Service Disabled Veteran-Owned. �Provide your DUNS Number, Cage Code Number, and Tax ID Number. This notice does not constitute a request for a formal proposal. �This notice is provided as information to the market place and is an invitation for an expression of interest and brief demonstration of qualifications to perform and deliver the anticipated requirement. �The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.
