- Sources Sought Announcement for Upcoming Construction Project at Virgin Islands National Park The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (VIIS 251140) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small) and provide your DUNS number. Your email capability information MUST be 5 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 5:00 pm Mountain Time on March 23th, 2020. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.�see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Virgin Islands National Park VIIS 251140 Residential Remodel, Repair, Alteration of Family Housing Facilities NAICS Code: 236118 Estimated Cost Range: Greater than $10M Estimated Period of Performance: October 2020 to December 2022 Project Description Virgin Islands National Park was impacted by Hurricanes Irma and Maria. Severe damage was caused by the hurricane force winds, storm surge, tornadoes and the displacement of inanimate objects. This is a very complex project located on the remote island of St. John, U.S. Virgin Islands. The hurricane season is generally from June to October. The project site is located on Lind Point, to the north of the Town of Cruz Bay. Access to the island is by boat and the closest airport on the Island of St. Thomas. The project site is very steep. Staging is constrained and additional area may need to be found off site. There is no water source. There is a separate project on the north side of Lind Point Road that will be under construction in a similar time frame as this project.(https://beta.sam.gov/opp/2c8d65beb081476cba6a6c6ac6aed3c6/view?keywords=Virgin%20Island%20National%20Park%20Construction&sort=-modifiedDate&index=&is_active=false&page=1) This project is generally housing repair that consists of 5 duplexes on the south side of the Lind Point Road and 3 additional houses that are in various locations in the Park. The extent of work on the units widely varies. Work includes foundation repair, superstructure, roofing (from minor repair to full replacement), interior finishes, plumbing systems, HVAC, electrical, fire protection, interior finishes, selective demolition, site preparation and improvements and minor special construction. The project also consists of coordination of another contract that encompasses site work including roads, driveways, parking, site walls, grading, utilities, stormwater, revegetation and limited demolition. There is a mix of both historic and non-historic houses within this project. ****Firms interested in the project should possess the following specialized skills and experience listed below and address these specialized skills and experience in their responses to this Notice. 1) Experience in the construction of similar complexity and size projects including construction of: a. single and multi-family residential units, b. office buildings 2) Experience working in a similar environment, including: a. Responsibility for the protection of cultural and natural resources b. Experience performing construction on remote islands, where material deliveries and worker commutes are extremely difficult. 3) In your response, please provide examples of 3 projects similar in type and scale, not older than 8 years that demonstrate knowledge and experience constructing, reconstructing, and or rehabilitating crushed stone roads Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
