Description
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA 23511-3392 intends to award a firm fixed-price contract for repairs, installation, upgrades, and technical assistance to the Sperry NAVPILOT 4000 steering and Auto Pilot system, to include ALL steering control stations, locally and remotely onboard TSV-4 Narragansett.� The Narragansett is located at JEB Little Creek, VA The steering system onboard Narragansett is considered to be of a primitive design feature that is no longer maintained on US Navy configuration management.� A search for vendors with subject matter expertise in relation to the Sperry Marine steering system found only one vendor authorized or retaining this capability.� Therefore, NAVSUP FLC Norfolk finds that the unique features and function of the Sperry system coupled with the scarcity of authorized and qualified technical capability in the ship repair industry would prevent any other contractor from being responsive and intends to make a sole source award. Any potential contractor capable of demonstrating that it is qualified to perform the work to the required standards and that wishes to make a competitive bid for the contract should submit a capability statement in beta.SAM.gov on or before the closing date of the solicitation. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States.� Lack of registration in the SAM database will make a vendor ineligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 336611 � Shipbuilding and Repairing.� The Product and/or Service Code is J019.� The Size Standard is 1250 employees.� The period of performance for this contract is 23 MArch 2020 to 24 April 2020. This�solicitation shall close 12 March 2020 at 0900 Eastern time.�
