- PRE-SOLICITATION NOTICE HQ08585-20-R-0002 / Quality and Mission Assurance This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure quality and mission assurance services for the Missile Defense Agency. The QMA requirement consists of the development, implementation, sustainment, and execution of both Missile Defense System (MDS) and program-level quality assurance policies, requirements, and programs supporting MDS and program level system quality assurance risk management processes. This involves supporting quality assurance conduct of system demonstration activities, including flight and ground tests, at both the MDS and program levels. Activities required include support of parts, materials and processes; configuration management; manufacturing supporting the MDS; and program level technical risk identification and management processes. This requirement will be solicited as a 100% small business set-aside using source selection procedures in FAR Part 15. MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract. The North American Industry Classification System (NAICS) code for this acquisition will be 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and the Small Business Size Standard will be 1250 employees. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three (3) years and two (2), one-year options. This requirement will use best value trade off procedures in determining the successful offer. The places of performance primarily include: Huntsville, AL, Dahlgren, VA, Fort Belvoir, VA, Kirtland AFB, NM, Vandenberg AFB, CA, Courtland, AL, Colorado Springs, CO, Joplin, MO, Promontory, UT, Salt Lake City, UT, Fort Greely, AK, Orlando, FL, Moorestown, NJ, among others. It is anticipated that the solicitation will be posted on or about 15 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date. The solicitation will be posted to the beta.SAM.gov web site at: https://beta.sam.gov/. Offerors interested in submitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloading their own copy of the solicitation from the web site and frequently monitoring the site for any amendments. MDA will not directly send Offerors the solicitation or any amendments. It is the interested Offeror's responsibility to periodically check this website for updates. A bidders� list will not be maintained by this office, but interested companies are requested to sign up on the ""Interested Vendor List"" in beta.SAM.gov. The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted.
