- Construction - rehabilitation and/or construction of radio relay stations throughout California The U.S. Geological Survey (USGS), Earthquake Hazards Program has a requirement for the rehabilitation and/or construction of radio relay stations throughout central and northern California in support of the Northern California Seismic Network (NCSN). NCSN operates over 500 seismic stations throughout central and northern California for monitoring seismic activity in the region, and in support of the Earthquake Early Warning (EEW) system. These stations are subject to inspection and upgrade to meet Motorola R56 standards for safety and reliability. Inspections are conducted under the Bureau of Land Management's Compliance Assessment - Safety, Health, and the Environment (CASHE) contract, typically 5-10 stations per year, and the findings inform remedial work that must be done. In the last two years we have completed construction through stand-alone, open-market, competitive contracts; this immediate action will be one or more indefinite-delivery, indefinite-quantity contracts under which task orders for individual sites can be issued. Additionally, sometimes new stations are required to be constructed to expand monitoring and EEW capability; construction of new stations will be in-scope within the same general scope of 5-10 stations per year total. All relevant project documents will be made available electronically to interested parties at no charge with the Request for Proposals (RFP). We expect the RFP to be available in late March 2020 with proposals due approximately 30-45 days thereafter. The ordering period will be five (5) years and the total ceiling of all contracts (sum of all orders) will be $2M. Each contract's guaranteed minimum will be the opportunity to submit task order level proposals, but no work is guaranteed unless the contract holder is selected for a task order award. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. No offer guarantee is required with proposals. Contractors will be required to obtain payment and/or performance bonds at the task order level depending on value of work in progress. We intend to award one or more indefinite-delivery, indefinite-quantity contracts in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 15 (Contracting by Negotiation) and 36 (Construction and Architect-Engineer Contracts.) Task orders are intended to be competitive subject to fair opportunity and firm-fixed-price. The applicable product/service code is Z2BG, ""repair or alteration of electronic and communications facilities."" The applicable NAICS code is 237130, ""power and communications line and related structures construction,"" size standard $39.5M. This acquisition is reserved exclusively for participation by small business concerns. Prospective contractors do not need to respond to this presolicitation notice.
