Description
Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a Firm Fixed Price (FFP) Order under a to be established Basic Ordering Agreement with Northrop Grumman Systems Corporation (NGSC), San Diego, CA for the procurement of MQ-8C Firescout Radar A-Kit Spares, inclusive of Mission Processing Unit (MPU), Radome, FWD � LHS, Radome, FWD � RHS, Cable Assembly (W302006), Support Bracket, Removable Memory Cartridge (RMC), Panel Assy - Forward Access, LH, and Panel Assy - Forward Access, RH, and TCDL Antenna Radome Upgrade Units, to support the MQ-8C Fire Scout System. The proposed contract action is one for which the Government intends to solicit and negotiate with only one source in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" NGSC is the OEM and the sole designer, developer, manufacturer, and integrator of the MQ-8 Fire Scout UAS, and therefore the only source with the requisite knowledge, experience, and technical data of the Fire Scout UAS design, operation, and maintenance requirements to successfully provide the Governments requirements in a timely and cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
