- This is not a Request for Quotes, but rather part of a market research effort to determine available sources and the feasibility of set-asides for small business contractors. BACKGROUND: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), National Veterinary Stockpile (NVS) is seeking potential sources regarding an engineering assessment and potential modification of a not fully operational�Mobile Electrocution Unit for Swine. The NVS ability to deploy within 24 hours large amounts of critical veterinary resources ensures that States have what they need to respond to catastrophic and other animal disease outbreaks.� Depopulation is an important tool for controlling catastrophic animal diseases.� The NVS has acquired appropriate countermeasures to depopulate large commercial poultry facilities and seeks to modify not fully operational equipment to depopulate disease-impacted swine operations. PURPOSE AND OBJECTIVES: USDA APHIS Veterinary Services National Veterinary Stockpile is seeking potential sources to assess and modify a not fully operational Mobile Swine Electrocution Unit for depopulation of swine in response to an animal health emergency.� The unit is currently located in Kansas City, MO. Interested sources should have the engineering expertise to: Perform a physical assessment of the unit Assess all subsystems required to operate the unit Provide a report on what is required to make the unit operational Describe any modifications required Describe your company�s capability by providing the following: � Provide information related and experience designing or modifying this type of equipment. Describe your knowledge and/or experience working with agriculture equipment. Provide a pricing approach for an engineering assessment such as this. SUBMISSION INSTRUCTIONS: All interested parties should submit BY EMAIL a Capabilities Statement no more than 5 pages that includes a Tax I.D. number, DUNS number, point of contact information, past performance and references regarding your ability to provide engineering assessment work and potential modification of the Mobile Swine Electrocution Unit. All submittals should be sent by email to Michael.J.Chiodi@usda.gov before Tuesday, 04/07/2020, 3:00pm central time. All responding small business firms are also requested to identify their firm's size for the anticipated North American Industrial Classification System (NAICS) code. For this acquisition, the NAICS code is 541330, and the Small Business Standard is $16.5 million in annual sales. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
