N0016420SNB39�SOURCES SOUGHT � Outboard Submarine and Surface Ship Connector Assemblies and Receptacle Assemblies - PSC: 5935� NAICS: 335931 Issue Date: 5 MAR 2020 � Closing Date: 20 MAR 2020 � 2:00 PM EDT REQUEST FOR INFORMATION (RFI) - The Government is issuing this Sources Sought Notice as part of market research for Outboard Connectors for Sonar Equipment at the Naval Surface Warfare Center, Crane Division, (NSWC Crane) located at Naval Support Activity (NSA), Crane, Indiana. This Sources Sought Notice is for the purpose of identifying industry sources capable of producing these connectors and receptacles. These items are necessary for NSWC Crane to complete tasking from NAVSEA, NAVSUP and NUWC Newport to fabricate various cable assemblies used on acoustic sensor equipment for surface ships and submarines. NSWC Crane requests information regarding industry�s capability to provide the necessary equipment, facilities, resources, management and labor by qualified personnel to fabricate, assemble, inspect, test and deliver the items identified in the attached Draft SOW. The Government anticipates that manufacturers shall be a qualified supplier of these items and listed on the Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) list of Qualified Manufacturers OR be required to successfully complete first article testing. NSWC Crane is requesting the following information for planning purposes for a potential, subsequent solicitation. Item 1 � Respondent�s Capability. Specify which items the respondent�s company is capable and qualified to manufacture. Include whether the company is a SUBMEPP Qualified Manufacturer for the items and/or whether first articles would be necessary. Include relevant past performance information with capability statement. Additionally, if there are items which a respondent is not capable to manufacture, or is not interested in manufacturing, details regarding why are requested. � Item 2 � Lead Time Estimate. Identify lead times for all items which the respondent anticipates it would propose in the event a formal solicitation is issued. Requesting lead times be stated as a number of calendar days. Item 3 �Economies of Scale. Provide quantity break ranges if there is an opportunity for economies of scale. Also, if minimum quantity buy requirements exist, specify the constraints. Item 4 � Draft SOW Appraisal. Respondents are encouraged to ask questions and/or make comments with regard to the clarity and thoroughness of the government�s draft SOW. Item 5 � Manufactured Items Traceability. Discuss the companies practice for labeling and tracing a manufactured end item to the lot/batch/production run/etc. from which it was produced. Is the company familiar with the requirements of Defense Federal Acquisition Regulation Supplement (DFARS) 252.211-7003, Item Unique Identification and Valuation? Item 6 � Additional Information. If there is additional information, germane to this notice that industry believes the government should include in its planning, please include it in the response. �� The Government will provide the SOW Drawings and Specifications upon request to the Government POC, and within five (5) days from the date of notice issue. Requestors shall have active System for Award Management and Joint Certification Program registrations before making document requests. If registrations are not active, documents will not be provided. Additional information regarding system registrations is provided below. All controlled documents will be sent via DoD SAFE (https://safe.apps.mil/). � Responses should be kept to 10 pages, or less (font size shall not be smaller than 12 pt. font, and margins shall not be less than 3/4 inches). A cover page (not included in the 10 pages) for responses to this market survey shall include the following: Submitter�s Name Street Address, City, State, Zip Code Business Size and CAGE Code POC Telephone Announcement Number:� N0016420SNB39 The Government does not anticipate providing any formal responses to comments/questions received, but may utilize this information to improve planning and documentation efforts.��� Responders must be properly registered in the Government�s System for Award Management (SAM) database. Responders may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the internet at http://www.sam.gov. Responders must be properly registered in the Joint Certification Program (JCP) in order to receive controlled documents. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. This Sources Sought Notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.� The Government is in no way liable to pay for, or reimburse any companies or entities that respond to this notice. �Any costs incurred by interested parties in response to this notice will NOT be reimbursed. Responses shall NOT include any classified information.� If any part of a potential response is classified, the Government POC shall first be contacted to coordinate proper submittal.
