Description
This posting revises and replaces 80MSFC20R0005. The National Aeronautics and Space Administration (NASA) has a requirement for a Technical Standards Platform (also referred to as �the Platform�) for the NASA Technical Standards System (NTSS). The Statement of Work is for the implementation and support of an Agency-wide electronic, Web-based Technical Standards Platform for accessing technical standards and related information seamlessly via NTSS. The objective of the Platform is to provide Agency-wide users, including onsite contractors, with effective access to technical standards and the standards� metadata from various Standards Developing Organizations (SDOs), consisting of: � Full-Text Electronic Subscription Delivery of Standards from Selected SDOs. � Pay-per-Document Ordering of Standards from Selected SDOs. � Notices when Selected Technical Standards Change. � NASA-Provided Documents and Metadata. � NASA-Provided Lessons Learned and Application Notes. � NASA-Provided Statuses. Metrics Dashboard, with the capability to allow NTSS staff to access content real time. The Technical Standards Platform requires a user base of 8,000 to 12,000 active users. It is critical that the Contractor�s Platform can support the necessary bandwidth required to access/download standards with minimum latency. This is critical because NASA programs and projects rely on technical standards and specifications, lessons learned, application notes, and other information accessible in the system to evaluate, select, and use in space flight activities. Technical standards are also used by safety and mission assurance, information technology, and health and medical personnel and must be accurate and accessible for use. A solicitation will be issued as a Request for Proposals using procedures outlined in FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation. It is anticipated that this requirement will be awarded as a firm fixed price contract. The period of performance is a one-year base and three one-year options. All responsible sources may submit an offer which shall be considered by the Agency. However, any award from this RFP will require the potential vendor to be certified within the System For Awards Management (SAM) Database prior to award. It is the offeror�s responsibility to monitor the new contract opportunities website, formally FBO.gov, at https://beta.sam.gov, for the future issuance of the solicitation and all associated documents. Potential offerors will be responsible for downloading their own copy of this synopsis and amendments (if any). Marshall Space Flight Center intents to release the solicitation within 30 days of this pre-solicitation posting.
