� � � � � � � � � � � � � � � � � � � � � � � � � SOLICITATION 1305M220QNCND0100 The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) and National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS) has a requirement for professional conservation services for artifacts in the Monitor National Marine Sanctuary Artifact Collection. EAD located in Norfolk, VA 23510 intends to award a Time-and-Materials Purchase Order to The Mariners� Museum (TMM) utilizing policies and procedures of FAR Subpart 13.5. The Notice of Intent to award a Sole Source procurement was posted on December 9, 2019 under Notice ID NCND6000-20-00205. The Monitor artifact conservation requires initial stability treatments for smaller artifacts and ongoing treatment for larger artifacts to establish monitoring, storage, and preservation care regimens. TMM possess the largest body of institutional knowledge related to the Monitor artifact collection and maintains a formal artifact collections database. The artifacts within the USS Monitor National Marine Sanctuary Artifact Collection are extremely fragile and vulnerable to irreparable damage and destabilization if the artifacts were to be moved from their current location at TMM. TMM also contains the Batten Conservation Laboratory Complex, which was specifically built to conserve the Monitor Collection, and a 40/5 ton overhead crane, which handles and maneuvers large artifacts, including a 20-ton steam engine and Dahlgren guns and carriages. The anticipated award date is August 2020. The anticipated period of performance includes a base of one year and four additional one-year option periods. The North American Industry Classification System for this procurement is 541690, Other Scientific and Technical Consulting Service with a size standard of $16,5000,000.00. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will be made available upon request by contacting the Contract Specialist, listed below. This office will not post the solicitation on the Government Point of Entry and will not issue hard copy solicitations. All responsible sources may submit a quotation, which shall be considered by the agency. All quotations are due by April 17, 2020 at 10:00AM EDT. By submission of a quotation, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov.
