Description
Repair West Ship Island Boardwalk, Mississippi Sound, Harrison County, MS (PMIS 260033) Amendment 0001 issued to revise SOW and provide response to prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc. Amendment 0002 is issued to make pen & ink changes in product specifications and correct error in Response Due Date. Amendment 0003 issued to incorporate by attachment the revised Contract Price Schedule [revision include Toe Boards and Support (2x4 composite) 1920 LF] This Solicitation is Issued as a Request for Quotation # 140P5220Q0020. The park seeks competitive pricing and availability from eligible sources. The purchasing instrument is a single, firm-fixed-price contract for minor construction. Magnitude of construction projects 1. BACKGROUND: The crossover boardwalk is used by Thousands of park visitors as the only access to the Southside of the island. Park employees & Concessionaire staff utilize this boardwalk to provide visitor services. NPS staffs operates skid steers and UTV on boardwalks. 2. OBJECTIVES: West Ship Island Boardwalk/Cross-Over repair project will remove 660 lineal feet of boardwalk decking and stringers, and replace 660 x 10 foot of boardwalk that is around the comfort station, concession building and picnic pavilion along with sections from the boat dock to the concession building that are failing. 3. PLACE OF PERFORMANCE: West Ship Island, Mississippi Sound (12 miles south of Gulfport, Mississippi). Directions: Ship Island is only accessible by boat. If traveling in your private vessel consult navigational charts. 4. PERIOD OF PERFORMANCE: 45 of days after Notice to Proceed. 5. SCOPE: This job consist of the selective demolition of the existing decking and stringers (660 lineal feet). Contractor shall furnish all labor, materials, equipment, supplies and supervision to replace 180 foot section of boardwalk, and repair 180 foot section of toe kick on both side of the cross-over boardwalk. Three (3) separate sections need repairs. 1) 550'x10' decking boards and Toe railing 2) 60'x10' decking boards and Toe railing 3) 50'x10 decking boards and Toe railing Replace Stringers, approx. 4000 LF Replace Decking, approx. 6600 SF Replace Toe railing and support along crossover boardwalk approx. 1920 LF All new construction shall conform to current ABA standards (i.e. boardwalk). The estimated price is between $100,000 and $250,000 NAICS Code: 237990 Other Heavy and Civil Engineering Construction, Size Standard: $39.5 millions of dollars SET-ASIDE: 100 % Total Small Business Set-Aside This acquisition will be conducted in accordance with PART 13 - SIMPLIFIED ACQUISITION PROCEDURES, and the appropriate combination of the procedures in parts 13, 14, or 36, to include the use of Standard Form 1442, Solicitation, Offer, and Award (Construction, Alteration, or Repair). Evaluation of quotations or offers. (a) General. (1) The contracting officer shall evaluate quotations or offers- (i) In an impartial manner; and (ii) Inclusive of transportation charges from the shipping point of the supplier to the delivery destination. (2) Quotations or offers shall be evaluated on the basis established in the solicitation. (3) All quotations or offers timely received shall be considered. Formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. Contracting offices may conduct comparative evaluations of offers. Evaluation of other factors, such as past performance- (i) Does not require the creation or existence of a formal data base; and (ii) May be based on one or more of the following: (A) The contracting officer's knowledge of and previous experience with the supply or service being acquired; (B) Customer surveys, and past performance questionnaire replies; (C) The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov; or (D) Any other reasonable basis. Where an evaluation is based only on price and past performance, CO will make an award based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer.
