Description
The United States Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO) has a requirement for an Improved Rotary-wing Electro-optical / Infra-red (EO/IR) Sensor (IRES) (�Next Generation FLIR�) and related services.� TAKO intends to procure this requirement on a non-competitive basis using a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Indefinite Delivery �Indefinite Quantity (IDIQ) contract.� The anticipated contract will cover sensor systems and related services.� The proposed source is L3 Wescam, 615 Epsilon Drive, Pittsburgh, PA, 15238. �The associated NAICS code is 334511. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the FAR 6.302-1. �Only one responsible source and no other supplies or services will satisfy agency requirements. �Interested persons may identify their interest and capability to respond to the requirement or submit proposals. �This notice of intent is not a request for competitive proposals. �However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. �Prior to submission of a capability statement, interested sources are encouraged to request a summary of the IRES required capabilities that contains controlled unclassified information (CUI).� The interested source must submit a Joint Certification Program approved DD Form 2345, Military Critical Technical Data Agreement, to demonstrate the interested source is eligible to receive CUI.� Any submitted capability statement must address how the source will meet these requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested, capable, and responsible sources that would like to respond to this pre-solicitation synopsis are encouraged to provide a statement of interest along with supporting documentation to Contract Specialist, Mrs. Robbie Person via email at robbie.r.person.civ@mail.mil no later than 12:00 pm Eastern Time on 27 March 2020.
