Description
This USAID/Philippines Request for Interest (RFI) is issued to potential implementing partners who are interested to submit a 1-page capability statement in the attached draft Statement of Work (SOW) for a new USAID/Philippines Project, namely Cities for Enhanced Governance and Engagement (CHANGE).� This activity is a flexible and adaptive two-phased implementing mechanism that will support the priority thrust of the Government of the Philippines to support people-centered, clean and efficient governance.� More transparent, accountable and responsive local governance will be achieved by 1) strengthening the enabling environment for decentralization; 2) Enhancing service delivery capacity, legitimacy, transparency and accountability of participating local governments; and 3) empowering citizens by increasing their participation in and oversight of local governance processes (see Statement of Work in Attachment A).� Subject to availability of funds, USAID anticipates that this activity or activities will be implemented over a period of five (5) years with a magnitude of $12M to $15M.� This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal. Responses to this RFI shall not be portrayed as proposals and will not be accepted by the U.S. Government (USG) to form a binding agreement.� Responses are voluntary and responders are solely accountable for all expenses associated with submitting capability statements.
