- INTRODUCTION The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting quotations and subsequently awarding a Firm-Fixed-Price contract for Surgical Instruments for the VA Nebraska-Western Iowa Healthcare System. Acquisition of these items is part of the initial outfitting and activation for the new Ambulatory Care Center. SOLICITATION NOTICE OF TIERED EVALUATIONS This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) 8(a) and HUBZone concerns, (4) ED/WOSB concerns, (5) small business concerns, and (6) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. SALIENT CHARACTERISTICS/MANUFACTURERS CUTSHEETS All Items must be quoted in accordance with the Statement of Work Specifications. The contractor will be required to include manufacturer cut-sheets/specifications for or equal items quoted. ADMINISTRATIVE The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The applicable NAICS code is 339112 with a size standard of 1000 Employees. SBA s nonmanufacturing rule applies to this solicitation. The solicitation will be issued on or about March 13, 2020 for approximately fifteen (15) business days. Offerors will be required to submit their quotes electronically via email. This requirement is for medical equipment. Due to patient safety concerns, VA requires verification that all medical supplies/equipment are purchased from authorized sources. Accordingly, the solicitation will include the requirement that responders who are not manufacturers of the items being quoted, provide an authorized distributor from the original equipment manufacturer (OEM) letter that states the responder is an authorized dealer/distributor of the OEM for the items being procured such that all product warranties and service and/or preventative maintenance agreements transfer to the VA and will be honored by the OEM or guarantees that the OEM gives authorization to the responder to fulfill all warranty, service, and/or preventative maintenance obligations for the equipment. Vendors who are unable to supply proof of authorized dealer or distributorship will not be considered for award. This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at Sandra.mruk@va.gov and Sandra.johnson3@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only beta.sam.gov to provide notification of any amendments to this notice and the subsequent issuance of the solicitation.
